❓ Did you know another employer can apply for your worker's Work Permit, without your consent, once it's 40 to 21 days from expiry?

It's true, and it happens more than employers realise. Here's how the transfer process actually works, from both sides.

Hiring an existing worker (NTS / North Asian Sources / PRC):
→ With the current employer's consent: apply anytime, they have 7 days in myMOM Portal to approve or reject.
→ Without consent: only possible in the 40-to-21-day window before the worker's Work Permit expires.
→ Under 14 days' validity: pre-approval plus a signed consent form is needed first.

Protecting your own workers: you get priority to renew. The single most effective defence is renewing early, the moment you get the notice. Don't wait.

❓ Is MOM changing healthcare costs for migrant workers in 2027?

From 1 April 2027, MOM's Enhanced Primary Care Plan (P*P) lowers or holds capitation rates for 97% of employers, from the current $108 to $138 per worker per year down to $97 to $113.

What's changing:
→ 4 larger healthcare zones (down from 6), each run by a single Anchor Operator
→ Most workers within 2km of a clinic, down from 3km
→ A standardised $5 co-payment per consult (unchanged for a physical visit; up slightly from $2 for telemedicine)
→ A new centralised P*P Enrolment Portal for employers

Who this applies to: Work Permit holders (excluding domestic workers) and S Pass holders who either live in dormitories of 7 or more, or work in Construction, Marine shipyard or Process sectors. If you're a CMP employer, this is squarely your workforce.

It's 19 months out, but it's a real line item in your annual cost planning, and worth budgeting for now rather than in Q1 2027.

3️⃣ **If your salary is late or unpaid, act early.** File a claim through MOM's e-Services, the FWMOMCare app, or approach the Tripartite Alliance for Dispute Management (TADM) directly.

4️⃣ **If you're facing financial hardship while your claim is processed**, the Migrant Workers' Centre (MWC) and its Migrant Workers' Assistance Fund can help.

5️⃣ **The system works: 92% of workers who filed a salary claim in 2025 recovered their wages in full**, per MOM's own reporting. Non-payment is a criminal offence in Singapore, and MOM does act on it.

2️⃣ **Verification matters more than certification here.** General workers need the Safety Orientation Course. Supervisors need their actual experience checked against WP Online, not just a piece of paper.

3️⃣ **Most Foremen/Supervisors sit at R1 (Higher-Skilled) levy tier**, worth knowing when budgeting against a general R2 worker.

4️⃣ **Sourcing takes longer.** Experience verification isn't a quick booking like a safety course; build extra lead time into your hiring timeline.

A: From 1 September 2026, yes — MOM is opening four new F&B roles to Non-Traditional Source (NTS) Work Permit holders.

1️⃣ The four new roles: food and drink stall assistants, kitchen assistants, waiters, and butchers/fishmongers.
2️⃣ Eligible source countries: Bangladesh, Bhutan, Cambodia, India, Laos, Myanmar, the Philippines, Sri Lanka, and Thailand — nine in total.
3️⃣ You'll need a valid SFA Food Shop or Supermarket licence under your own ACRA-registered name, plus a Services-sector Work Permit account.
4️⃣ Standard NTS conditions apply: 8% sub-DRC, $2,000 minimum fixed salary, and workers are tied to their stated occupation.

A: Four things drive the decision: levy, wages, security bond, and how fast you need the worker on site.

1️⃣ Levy. Malaysia: $300/month (Higher-Skilled) or $700/month (Basic-Skilled). Bangladesh/NTS: $500/month or $900/month. Malaysia is lower on levy, at both tiers.

2️⃣ Wages. This is what the levy table doesn't show. In our own placement pipeline, Malaysian workers often command a higher basic wage than NTS workers for the same role, sometimes by $700 to $1,000 a month, which is far more than the $200/month levy gap. Lower levy doesn't always mean lower total cost.

3️⃣ Security bond. $0 for Malaysian workers. Bangladeshi and Indian workers need a $5,000 guarantee, usually satisfied with a bond premium of about $80 to $100, not a $5,000 cash cost.

4️⃣ Timeline. Malaysian hires typically take 2 to 3 weeks. Bangladeshi and Indian hires take 5 to 7 weeks, mainly because of a pre-entry certification step Malaysia doesn't require.

The practical call: check the going wage for your specific role by nationality before assuming Malaysia is cheaper overall. Urgent headcount still points to Malaysia for speed.

2️⃣ The levy is where the real money is. R1: $500/month ($6,000/year). R2: $900/month ($10,800/year). That $4,800 gap is guaranteed and government-set.

3️⃣ The catch: R1 workers are a scarcer, more experienced pool (CoreTrade/Multi-Skilling need 4+ years' experience; two pathways require a $1,600/month wage floor) — so they typically command higher basic wages. Part of that $4,800 gets clawed back in pay, not lost, but not pure saving either.

A: 7 to 12 weeks before it expires. Leave it later and you're liable for the foreign worker levy after expiry, plus a possible overstaying fine.

One thing that catches employers out: if your worker's CSOC certificate has less than a month of validity left on the day you submit, MOM won't process the renewal. Check that first, before anything else on your renewal checklist.

Other things worth confirming before you submit: your R1 ratio stays above 10%, non-Malaysian workers need a fresh $5,000 security bond (it doesn't carry over), and your worker's passport has at least 25 months left for the full 2-year renewal.

A: It runs through two governments, in a fixed order: get your SEC(K) certificate in Bangladesh, your employer applies for your Work Permit and receives your In-Principle Approval (IPA), you complete BMET clearance in Bangladesh, then your employer arranges your security bond, insurance and MWOC check-in before you fly in — landing the same day as your MWOC date. Skip a step or get the order wrong, and you can lose months.
