Technoserve, Inc. (TNS) is an international nonprofit development organization founded in 1968. Its mission is to help entrepreneurial men and women in poor rural areas of the developing world to build competitive farm, businesses and industries that create jobs, income and economic opportunity for their families, their communities and their countries.
Primary project purpose
Sizimele is a Consortium managed programme that seeks to improve the absorptive, adaptive and transformative capacities of at risk communities. The Consortium aim to bring relevant interventions, innovation, closer collaboration with private partners, synergies with the existing and new projects and a strong evidence-based theory of change that is well aligned with the Zimbabwe Resilience Building Fund (ZRBF) programme theory of change. Sizimele project feeds into ZRBF’s overall objective of resilience of at risk smallholder farmers so that the farmers are food, income and nutrition secure in the face of increasing multiple and chronic shocks and stressors. Smallholder farmer capacity for resilience is build through Community Managed Disaster Risk Reduction (CMDRR), increased farmer productivity, livelihood diversification and system change. TechnoServe is leveraging on its vast experience in micro-insurance, entrepreneurship, access to finance interventions, market and value chain development to build smallholder farmer’s capacity for resilience. The program’s technical assistance package will be focusing on smart agriculture, gender integration, risk analysis, micro-insurance and sustainable inclusive business models that provide value chain actors with linkages to finance and markets.
Scope
The consultant will be responsible for identification and engagement of relevant stakeholders to participate in consortium led value chains including seed companies, processors and markets. The role will include training, coaching and/or mentoring of selected Community Based Organisations/SMEs/Agro-dealers to develop own marketing strategy thereby assisting the organisations to plan ahead through the setting of appropriate goals and objectives. The work will consider all marketing factors along identified value chains, with a view to capacitate SMEs to brand and package products better. The Consultant will focus specifically on Sizimele value chains, with a priority focus on agriculture SMEs
Tasks
Analysis will include, but is not limited to, the following: Identify market system constraints and lead assessment on ways to create better market opportunities for producers and processors; Conduct business diagnostics: identify marketing skills needs and provide technical assistance to selected Community Based Organisation (CBOs)/ SMEs and/or Agro-dealers; Develop and co-ordinate Marketing Linkages Strategy for selected CBOs/SMEs; Coach and mentor program staff on market linkages; Address critical business growth constraints and market constraints/issues in the target value chains, analyzing various challenges and developing growth strategy plans and solutions; Provide guidance on value chain development; Guide the development of consortium and district level work-plans for market linkages and value chain development; Lead development and facilitation of marketing operations – capacity building on quality, grading, standards etc; Lead market driven growth/business planning; Support development and scale of business models; Asses the commercial viability of value chains selected, analysing the pre-existing or future markets; Provide business advisory services and mentorship and coaching to SME staff/managers and support implementation of marketing plans; Link with private sector to drive value chains development for the consortium; Identify and develop relevant marketing solutions for target entrepreneurs and facilitate for financial services providers to increase agricultural lending and out-reach to rural businesses; Coordinate key technical activities to ensure expanded market opportunities for local farmers – support farmer groups and agro-dealers in aggregation; Develop relevant access to finance and market linkages strategies/models for agro dealers/smallholders; Work with partners to establish a functioning market and link farmers to all agricultural services; Guide the development of farmer organizations and commodity associations; Represent the consortium at relevant market linkages platforms; Identify key value chains and make recommendations to the consortium on value chains to prioritize; Any other tasks within the scope of work
1st Deliverable (20% payment)
Detailed work-plan; Perform fully fledged marketing audit on different value chains from selected CBOs/SMEs; Stakeholder visits (Minutes/Market Audit Report for each CBO/SME (word and power-point)
2nd Deliverable (30 % payment)
Identify markets for each CBO (different value chains) and facilitate for MOU signing: Develop a marketing strategy for selected CBOs/SMEs; Train program staff (TOT), CBOs/SMEs, farmer groups/commodity associations and agro-dealers on marketing; Training Report (word and power-point)
3rd Deliverable (50% payment)
Develop a structure for monitoring and evaluating the effectives of the marketing plan; Train stakeholders on the importance of marketing; Facilitate marketing support to processing centres – brand and packaging for CBOs / SMEs; Recommendations on key intervention areas so that marketing can be more competitive, profitable and productive; Presentation at round-table workshop for all stakeholders; Final report (word and power-point)
Required skills
Demonstrated competences and experience in carrying out similar projects; A relevant degree or equivalent in Marketing, Agribusiness, Agricultural Economics, Agricultural Development; Experience in working with smallholder farmers/agro-dealers is an added advantage; Strong analytical capabilities and proven planning and organization skills; Excellent presentation skills
Impact
The work will provide SIZIMELE clients with the necessary business insights to scale their business, specifically in relation to improving the smallholder business models, and in turn the lives and livelihoods of the farmers they work with.
Fees and expenses
The remuneration will be in accordance with the experience of the consultant for a maximum period of 6 months, starting 1 February 2018.

Towards Development of a Special Economic Zone Policy Document
Introduction
NSAA is calling for reputable individuals or organizations to undertake a research towards the development of SEZ policy in Zimbabwe. The research is commissioned in order to gain an in-depth understanding of and generate information on the potential of SEZ in accelerating economic development. The study is expected to come up with strategic policy recommendations to inform lobby and advocacy work by NSAA and other stakeholders with the hope of influencing the SEZ policy framework in Zimbabwe. NSAA will engage with various stakeholders through dialogue and wide public dissemination of the findings of the report through various church, business, labour and civil society forums. The study will use a structured methodology, based on a wealth of quantitative and qualitative techniques to be carefully articulated in the researcher proposal.
>From this study; state and non-state actors will be able to develop strategies to strengthen their capacity to positively engage with relevant stakeholders as strategic partners in economic development. The business sector and labour will draw important lessons on how it can contribute more effectively to SEZ policy through its structures and forging of strategic linkages with government and civil society. Overall; this study is going to bring about important recommendations for stakeholders including civil society, government, regional and international bodies. The NSAA therefore seeks to engage a Consultant for purposes of coming up with a SEZ draft policy document.
Overall objective
The overall objective of the study is to understand the legal, regulatory framework and services infrastructure that enables the realization of the full potential of the Special Economic Zones. The research is anticipated to generate information on possible strategic partnerships and linkages between the church, labour, business, civil society, government and other key stakeholders to lobby for the development of a SEZ policy framework that will promote a conducive environment for SEZ to contribute to economic development. Such information will assist in informing the NSAA economic policy engagement strategy and framework in Zimbabwe.
Specific objectives of the study
The specific objectives of study will include: To investigate the extent to which the SEZ will lead to creation of employment opportunities, transfer of technology and development of human resources; To interrogate the various legal, regulatory frameworks and services infrastructure that enables the realization of the full potential of the Special Economic Zones.
Methodology
The methodology will be proposed in the institution’s bid. The methodology will be further refined in consultation with the Cluster lead and presented in the Inception Report. The proposal to undertake the Study should clearly indicate the specific data collection methods i.e. field visits, desk studies, review of secondary literature, and interviews with key informants and stakeholders. Interviews may include telephone, email and personal interviews. The research methodology must be underpinned by participatory mechanisms to ensure full ownership and participation by member organisations and their various constituencies. Thus, it must show how the church, business, labour and NGOs will be involved at all stages of the research including problem identification, review of data and validation of findings.
The Consultant will:
Work closely with the NSAA Enabling CSOs Environment and Policy Advocacy Cluster and the NSAA Secretariat; Report to the NSAA Project Coordinator
Starting period and duration
The expected starting date for the assignment is 30 January 2017 and is expected to be completed within 14 days.

Deliverables/outputs
The Researcher is expected to submit the following reports:
First Draft – following completion of the data collection, the researcher will submit a draft report for review by NSAA, within the agreed time frame.
Final Draft – one week after NSAA has reviewed the first draft and communicated its comments to the researcher, the researcher will produce the final draft of the report.
Qualifications, skills and experience of researcher
The following skills, experience and competencies are required: At least a Masters level qualification in a relevant discipline such as Economics, Law, Business Studies; Extensive knowledge and experience in Special Economic Zones; Detailed knowledge of Zimbabwe’s economic and financial processes and institutions and familiarity with the work of non-state actors; Extensive experience in working with a wide range of key state and non-state actors in socio-economic development spectrum.

The research is commissioned in order to gain an in-depth understanding of and generate information on the possibilities of raising resources towards the successful implementation of the SDG framework in order to accelerate economic development. The study is expected to come up with strategic policy recommendations to inform lobby and advocacy work by NSAA and other stakeholders with the hope of influencing the fundraising policy framework for Agenda 2030 in Zimbabwe. NSAA will engage with various stakeholders through dialogue and wide public dissemination of the findings of the report through various church, business, labour and civil society forums. The study will use a structured methodology, based on a wealth of quantitative and qualitative techniques to be carefully articulated in the researcher proposal.

The main objective of the consultant’s assignment is support the transition of 10 districts recovering from emergency response interventions to stunting reduction, using the community based model for stunting reduction (MCBM). The consultant will also support the emergency response in 15 Food for Peace targeted districts by ensuring implementation of active screening, referral and management of acute malnutrition.
