ILO-Decent Work Team/CO  - Pretoria Achieving Decent Work through promoting rights at work, Employment Opportunities,Social Protection and Social Security, Social Dialogue and Tripartism.

The International Labour Organisation (ILO) is the only 'tripartite' organisation in the UN family that brings together representatives of governments, employers and workers to jointly shape policies and programmes promoting Decent Work for all. The DWT/CO–Pretoria is the International Labour Organisation’s Decent Work Team for Eastern and Southern Africa and ILO Country Office for South Africa, B

otswana, Lesotho and Swaziland. The ILO Decent Work Agenda (DWA) is implemented at the country level through Decent Work Country Programmes (DWCPs) that have been established as the main vehicle for delivery of ILO support to the Member States. DWCP’s promote Decent Work as a key component of national development strategies and constitute a programming tool to deliver on a limited number of priorities over a defined period. The role of the Decent Work Country Programmes (DWCP) also extends to organising ILO knowledge, instruments, advocacy and cooperation at the service of tripartite constituents in a strategic results-based framework to advance the Decent Work Agenda within various fields of the International Labour Organisation.

Training on ILO standards, application and interpretation of the national labour law

My name is Thabang Eugene Moeketsi, I am a labour inspector who holds the position of District Labour Officer in the District Laobur Office located in Teyateyaneng Berea. I have worked as a labour inspector for 9 years now. I attended a training workshop on ILO standards, application and interpretation of the labour law held at Cyarry Guest House in Maseru on the 22 to 23 May 2017 organized by the ILO Strengthening Labour Inspection Project in Lesotho. We were provided with a mumber of labor laws inclusive of labour code (Code of good practice of 2003) Workmen’s Compensation Ace of 1977 and Labour Code Amendment Act of 2000 and a carry bag for ease of carrying the labour statutes when going for inspections.
The experience I gained from the deliberations and presentations in the workshops is tremendous and it was an eye opener. We learnt about the application of the labour law taking into account the rights and freedoms of workers enshrined in the Constitution of Lesotho. We also deliberated on the sources of the Labour Code Act of 1992 being the Constitution, the Common Law, and ILO standards.
We also delat with workplace practices set as standard practice to ascertain their practicality and credibility in complying with the labour laws. We discussed ILO Conventions that have been ratified by the Kingdom of Lesotho and four fundamental principles and rights at work as well as the eight ILO Conventions that make them up. We also learned about ILO member states’ obligation to report on all ratified ILO Conventions.
The facilitators also emphasized the importance of understanding the powers delegated to labor inspectors by the Labour Commissioner who also has been conferred such powers by the labour Code Act of 1992.

My name is Limpho Ramoseeka, I have been working as a Labour Inspector since 1997 at the Ministry of Labour and Employment and currently based in the Butha Buthe District. I attended a four day workshop sponsored by ILO through the Strengthening Labour Inspection Project which was facilitated by Tharollo consultancy in labour law and Human Resource Management.
The workshop has been very fulfilling in the sense that it has provided me with clarity on most of the issues that I took for granted since I deal with them on a daily basis in regards to application of the national labour law.
I have now been capacitated with skills and knowledge on application of the labour law. The provision of all the labour law statutes that we are supposed to enforce as labour inspectors. I want to that the ILO Strengthening Labour Inspections Project in Lesotho for the training, as well as providing back packs which are necessary for field work.
