š¹ About the Role
A proudly South African company, established in 1966, is seeking a dynamic SHEQ Manager to oversee Safety, Health, Environment & Quality across two manufacturing facilities and Head Office. This pivotal role ensures ISO 9001:2015 compliance, rigorous quality control in steel manufacturing (welding & galvanising), and full OHS oversight
Purpose:The SHEQ Manager is accountable for the integrated management of Safety, Health, Environment and Quality (SHEQ) functions across all the facilities.
The role is responsible for establishing, implementing and maintaining a compliant and effective ISO 9001:2015 Quality Management System; ensuring rigorous quality control over all steel manufacturing processes ā with particular emphasis on welding and galvanizing; and providing full oversight of the occupational health and safety function across two manufacturing facilities and one Head Office in line with the Occupational Health and Safety Act, 1993.
The SHEQ Manager replaces and subsumes the functions previously held by the Quality Manager and has full line management responsibility for the Safety Officers.
Required Qualifications and Experience
Qualificationsā¢
Relevant tertiary qualification in Quality Management, Metallurgy, Mechanical Engineering, or a related technical discipline (National Diploma or equivalent minimum).ā¢
IRCA or equivalent ISO 9001:2015 Lead Auditor certification (advantageous).ā¢
SAMTRAC or equivalent OHS qualification recognised under the OHS Act.ā¢
MPI Level 2 NDT Certification (Magnetic Particle Inspection) ā required; ASNT or SAQCC Gas endorsed qualification preferred.⢠AWS D1.1 working knowledge and demonstrated inspection experience
Experienceā¢
Minimum 5 years' experience in a quality control or SHEQ management role within a steel fabrication, structural steel or heavy manufacturing environment.ā¢
Demonstrated hands-on experience with welding inspection and NDT techniques (MPI, DP, bend tests).ā¢
Proven track record of implementing and maintaining an ISO 9001:2015 QMS through third-party certification cycles⢠Working knowledge of hot-dip galvanising processes and acceptance standards (SANS 121 / ISO 1461) advantageous.
⢠Experience managing OHS compliance across multi-site manufacturing operations
Key Functions
:2.1 Quality Management System (ISO 9001:2015)⢠Establish, implement, maintain and continuously improve the Quality Management System (QMS) in accordance with ISO 9001:2015 across both manufacturing facilities.⢠Serve as the Management Representative for ISO 9001:2015 and act as the primary point of accountability for certification compliance and renewal.⢠Report to top management on QMS performance, audit outcomes, non-conformances and improvement opportunities.⢠Prepare the organisation for annual third-party surveillance and re-certification audits.⢠Conduct and coordinate internal quality audits; compile audit schedules and close out findings within agreed timeframes.⢠Establish, review, control and issue quality procedures, work instructions, quality control plans (QCPs) and the quality manual.⢠Maintain document and records control for all quality system documents including non-conformance reports, inspection reports (internal and third-party), galvanising certificates, workshop release forms, client inspection reports and material certificates.⢠Maintain Statistical Process Control.⢠Issue non-conformance and corrective action reports (NCRs/CARs) for QMS deviations and track close-out.⢠Organise and chair quality management review meetings; promote quality awareness throughout the organisation.⢠Liaise with external institutes and certification bodies on quality improvement initiatives.⢠Control of Calibration Items.
2.2 Quality Control ā Welding & Steel Manufacturing⢠Exercise direct quality control oversight on all welding and fabrication activities across both manufacturing facilities.⢠Perform and document Non-Destructive Testing (NDT) on welding joints ā specifically Magnetic Particle Inspection (MPI) to MPI Level 2 standard ā and other applicable tests including Dye Penetrant (DP) and Bend Tests in accordance with AWS D1.1.⢠Assess and document the progress and proficiency of NDT Level 1 inspectors on Magnetic Particle Inspection in line with AWS D1.1 requirements.⢠Conduct six-monthly welder performance assessments as per the AWS D1.1 standard and maintain all associated records.⢠Engage continuously with welders to ensure adherence to the AWS D1.1 code of practice on the shop floor.⢠Manage the preparation and qualification of welders for third-party coding; organise external welder training courses and welder qualification testing in accordance with relevant codes.⢠Assess welder competence during the recruitment process for hiring decisions.⢠Conduct site inspections and oversee field repair of welding defects where required.⢠Monitor and measure manufacturing process outputs to support process capability studies and continuous improvement initiatives.⢠Supervise, mentor and develop quality inspectors on the shop floor.⢠Report on rework rates, scrap and quality-related production losses
2.3 Galvanizing Quality Control⢠Establish and maintain quality control processes for all products submitted for hot-dip galvanizing by third-party galvanising contractors.⢠Define and enforce pre-galvanizing inspection criteria (surface preparation, weld quality, drainage hole placement etc.).⢠Inspect and accept or reject finished galvanized products upon return to the facility in accordance with applicable standards (e.g. SANS 121 / ISO 1461).⢠Coordinate with third-party inspection authorities for workshop releases and site inspections of pre-galvanized and post-galvanised fabricated products.⢠Maintain and manage galvanizing certificates and quality records.⢠Liaise with the galvanizing contractor on non-conformances, coating thickness deviations and corrective actions.
2.4 Health & Safety Management⢠Take full management responsibility for the Occupational Health and Safety (OHS) function across all three SPG facilities (two manufacturing sites and head office).⢠Manage, direct and develop the Safety Officers; set performance objectives, conduct performance reviews and provide ongoing coaching.⢠Ensure compliance with the Occupational Health and Safety Act, 1993 (Act 85 of 1993) and all applicable regulations, with specific reference to General Safety Regulations, Facilities Requirements, and Machinery Regulations.⢠Compile, update, communicate and maintain Risk Assessments and Safe Work Procedures (SWPs) for all processes across all facilities.⢠Maintain daily safety management activities and document control through the Safety Officers. ⢠Manage and compile all Injury on Duty (IOD) documentation; ensure proper recording, follow-up and timely closure of IOD cases in accordance with the Compensation for Occupational Injuries and Diseases Act (COIDA).⢠Assess training needs for all employees; formulate and implement an annual training schedule to ensure OHS Act compliance.⢠Institute, chair and record Health and Safety Committee meetings at each facility in accordance with legislative requirements.⢠Assist with Mine-Related Site-Specific Health and Safety Files and comply with client-specific safety requirements where applicable.⢠Serve as the primary liaison between SPG and the Security Contractor at the manufacturing Facilities.⢠Ensure emergency preparedness plans, evacuation procedures and first-aid arrangements are in place and tested at all facilities.
2.5 Third-Party & Client Inspection Coordination⢠Coordinate and facilitate all third-party and client inspections of fabricated and galvanized products.⢠Assist in identifying, preparing and staging items and inspection documentation for third-party and client inspection events.⢠Perform external inspections at subcontractors' premises where required.⢠Maintain effective working relationships with third-party inspection authorities, certification bodies and client QC representatives. ⢠Compilation of Manufacturing Data Packs
