There is a habit of speaking about local government elections as the lesser poll, a mere rehearsal for the national and provincial contests. I want to argue the opposite. It is at the municipal scale that the Constitution touches the skin: in the water that does or does not come out of the tap, the refuse that is or is not collected, the streetlight that makes the walk home safe for a woman at dusk, the road that stays passable in the rain. If flourishing has an address, it is a ward.
