The Westchester-Putnam Career Center Network is dedicated to connecting Westchester and Putnam job-seekers to area businesses who need a skilled workforce. It is guided by The Westchester-Putnam Workforce Development Board to provide an environment where job seekers and employers interact to meet the needs for a highly qualified regional workforce. The WPWDB seeks to strengthen partnerships with business sectors, service providers and the public education system to offer career services and various training modalities to youth and adults. Seeking innovative solutions driven by regional business needs, WPWDB develops model programs, pursues funding opportunities, and shares leading edge practices. The One-Stop Career Centers are physical locations that provide resources and services to job-seekers to assist in their job search and development and or career change. The centers are staffed by a wide cross section of staff drawn from the one stop centers partnering agencies. The centers offer a wide range of services and state-of-the-art equipment that is used to train customers to fit into the future workforce. Jocelyn Greshes Reflects on Her Internship

For Jocelyn Greshes, a rising senior at the University of Pennsylvania studying political science, a summer internship with the NYSDOL within the Westchester-Putnam Career Center Network, provided a firsthand look at how government services reach the people who need them most. A Westchester native with a longstanding interest in government and grassroots service, Jocelyn secured the internship to gain insight into state government and compare her experience with previous work in Japan.

When asked what some of her takeaways are from the internship Jocelyn said: “There are so many takeaways, but the key piece is the importance of effective and mindful interpersonal communication. Work at a career center is very public-facing, and it’s essential to communicate clearly—especially when breaking down complicated legal jargon. Many people walk in already feeling stressed, so it’s important to be mindful of their situation, avoid making it worse, and connect in a respectful, effective manner.”

The experience has strengthened Jocelyn’s interest in public-sector work and reinforced the importance of making government services accessible and effective.

DAVID KEENEY’S PART-TIME VITA ROLE LEADS TO FULL-TIME EMPLOYMENT

When David Keeney was laid off from his job at Pfizer, he looked for opportunities that would allow him to put his skills and interests to work while pursuing his next full-time career. That search led him to the Westchester-Putnam Career Center Network.

David first connected with the Career Center when he responded to an IRS advertisement for the Volunteer Income Tax Assistance (VITA) Program. During a virtual meeting, he shared that although tax preparation was not part of his previous career, it was something he genuinely enjoyed. Linda McKinzie-Daugherty, VITA Program Administrator, hired David as a seasonal VITA Site Coordinator at the Mount Vernon Career Center.

Rather than waiting for one opportunity to lead to the next, David embraced a flexible approach to his job search—“braiding” together employment, teaching, and volunteer opportunities while continuing to pursue positions aligned with his professional experience and education. David was connected to Employment Counselor Joe Diaferia who submitted David’s resume to Monroe University, helping him secure an adjunct faculty position teaching anatomy and physiology. David later taught at Manhattanville University, teaching genetics lab and Human Biology.

That combination of experience ultimately helped David land a position at Westchester Community College, as a Senior Technical Assistant, beginning May 11, 2026. In his new role he supports laboratory setup and student instruction at the Valhalla and Yonkers campuses.

David’s journey demonstrates the value of staying open to opportunities, building on transferable skills, and using Career Center resources to create a path forward. A part-time VITA opportunity became the bridge to new experiences and connections that led to a position that utilizes his professional background and passion for education.

VITA FREE TAX PROGRAM HIGHLIGHTS:
The Ossining Youth Bureau, in partnership with the Ossining Union Free School District, successfully concluded its seasonal tax assistance program, delivering a significant financial impact back into the community. Local youth helped prepare hundreds of returns for residents.

The Ossining Youth Bureau independently prepared 187 tax returns, securing $257,265 in refunds. When combined with the efforts of Ossining High School, the partnership prepared a total of 343 tax returns, delivering $444,130 in total refunds back to Ossining families.

This program highlights the incredible capability of our local youth and the power of school and community partnerships in serving our residents.

Westchester VITA Program Earns National IRS Award for Community Outreach

The Westchester County Volunteer Income Tax Assistance (VITA) Program, along with Program Adminstrator Linda McKinzie-Daugherty and dedicated volunteers and staff, has been awarded the prestigious IRS SPEC Area Award in the category of Community Outreach Collaborator on July 16, 2026.

This national award highlights the program’s outstanding effort to increase the number of free tax prep sites throughout Westchester County by building stakeholder partnerships and recruiting volunteers.
