Beginning Jan. 1, 2027, AB 2646 will establish a higher minimum wage for H-2A workers and certain corresponding employees performing the same or substantially similar work.

Despite some reports, the law does not establish a $19.75 minimum wage across California’s entire agricultural sector. Understanding which employees are covered will be essential as employers prepare for the new requirements.

Meet Your FELS Labor Management Consultants | Gabriel Riojas 👋🌱

Gabriel is FELS’ longest-serving and most experienced Labor Management Consultant, having joined the team in 2008. Based in North San Diego County, he works with agricultural employers throughout Southern California, including the region’s desert and coastal areas.

Gabriel has worked for a variety of agricultural employers, including nurseries and farming operations. His extensive experience includes labor-management relations, human resources, supervisor training, safety training and safety program development.
