Planning Commission Update

As most of you probably know, Metro Planning and Zoning Commission unanimously approved the zoning change for 3042 Hikes Lane (formerly St. Barnabas). A few things to note:
1) Metro Council still needs to vote on the change, so we are still in the fight!
2) Metro Planning and Zoning ARE NOT elected officials, they are appointed by the Mayor, so they DO NOT represent the electorate.

IMPORTANT:
LDG is submitting a plan to change the zoning to R7, with 3 story buildings housing 276 units. LD&T meetings are not eligible for evening hearings.
No formal action on the request is taken. No in-person location is provided for LD&T, except that they open their conference room downtown for those that wish to make the trip downtown.

The Planning Commission hearing on the case is likely to be scheduled in early June - June 7th.
Our petition for an in person meeting for the Planning Commission cannot be honored due to COVID restrictions. That meeting will likely be online with an option to attend in person at the JEFFERSONIAN, 10617 Taylorsville Rd., for all without reliable internet access. The members of the Planning Commission will attend online and will not be at the Jeffersonian.

It is important that residents attend and speak at the June meeting. The next meeting after June will be the two Metro Council meetings. Residents may not speak at those Metro Council meetings, but may attend wearing shirts, hats, and small posters with their opposition messaging.

-R7 instead of R8A

-3 stories instead of 4 story structure

-4 buildings instead of 1 large structure

Hi Neighbors,
There seems to be a stalling on the part of the Planning and Zoning Commission on this issue. We’re not sure but it’s possible they’re hoping we will lose momentum on emails to Joel Dock, as well as interest by you, in order to push their plans through while we look the other way.

As a reminder, we are NOT trying to prevent affordable housing, we are trying to prevent the unrealistic rezoning of such high density on such a small lot. The affordable housing LDG is building in J-Town is nearly 200 less units on more than double(!) the acreage.

We’ve knocked on many doors for petition signatures and appreciate so much everyone’s input and support BUT we still need your help!

Why is LDG requesting 500 on 9.5 acres in Hikes Point but only 312 units on 28 acres in J-Town?

LOUISVILLE, Ky. (WDRB) -- LDG Development has broken ground on its newest affordable housing community near Jeffersontown on Taylorsville Road.

The $40 million project has been named Donerail Run. Crews are preparing the 28-acre site for utilities, and there are still a few old buildings on the lot to demolish and clear out. Eventually, the location will have 13 apartment buildings with 312 units.

'There is a major shortage of affordable housing options for working families,' said Ramona Vasta, the development manager. 'So this particular development will target families earning up to 80 percent of the area's median income, which is $61,000 for a family of four. What that translates to is our teachers, essential workers, first responders.'

There will be one, two, and three bedroom floor plans. The prices depend on income but will range between $600 and $1,350 per month.

LDG Development has many different affordable housing projects across the country and in the Louisville area. Vasta said what makes the Donerail property unique is the large lot and extra space for more amenities like a pool, fitness center, dog park, playground, business center, and picnic area.

It is estimated that there is a rental property shortage in Louisville of 35,000 units. So Vasta said it is critical to have more affordable options, especially this year.

'With the pandemic, it's just piled on. And there's a lot of strain on families right now financially. So no matter your income, your social status, race -- you deserve a safe, quality place to call home. And so that's what we're doing here,' Vasta said.

The first apartments should be available to rent in late November or early December 2021.

The name of the apartment complex is in honor of the 1913 Kentucky Derby winner Donerail. Fitting for the apartment complex's proximity to JTown, the Derby winner was ridden by Jeffersontown jockey Roscoe Goose.

It is more important than ever to send emails/letters to Metro Planning and all the Metro Council members to show we, people who have a vested interest in this community, do not think this zoning change is appropriate.

WHAT WE OPPOSE:
•Drastic Rezoning from Current R-4 (single family).

•LDG is interested in a zoning change to R-8A (allows 58 units per acre, MOST extreme density allowed in Louisville) = more profit for developer, but not the best for our community.

•Consider a lesser zone change;
R-5 (12 units per acre) approx. 114 units on 9.5 acres
R-6 (17.42 units per acre) approx. 165 units on 9.5 acres
R-7 (34.8 units per acre) approx. 330 units on 9.5 acres

•Also, the 4 story structure with 4 story parking garage is not consistent with he neighborhood. Please consider a 2-story structure.
