Kiowa Tribe Awards Child Care Construction Proposals
Numunu Construction LLC Awarded the Contract for the Child Care Center Design/Build and the Playground following the evaluation of proposals for RFP KT25-001-CC and RFP KT-25-002-CC
Carnegie, OK- Thursday, March 12th, Kiowa Tribe Chairman David Sullivan was able to sign a 1.25M contract with Numunu Construction LLC, for the design and build of a new child care facility and playground in Anadarko, Oklahoma, providing a updated and safe place to foster the growth of Kiowa children.
The Request for Proposal for the facility was made in December with the playground RFP posted shortly after January. It was a competitive bidding process, but the Kiowa Tribe made selections based on cost, TERO requirements, and Native preference. Numunu Construction LLC is owned by the Comanche Nation, which also follows Native preference guidelines for employment and has worked on other tribal construction projects. Numunu was also able to bring in DIAK Architects, which is a Native Woman owned design firm, to assist in the initial phase.
With the partnership of two Native-owned companies and the Kiowa Tribe, this collaboration will serve as a great leap forward in unity and support of Indian Country, especially in Southwest Oklahoma while creating jobs, supporting economic impact, and exercising tribal sovereignty. Numunu stated in their proposal they would provide “Uniform Guidance Cultural Sensitivity: While meeting technical specifications, the facility should reflect Kiowa values and serve as a welcoming space for tribal families while providing Community Impact: This facility represents the tribe's investment in future generations, supporting family economic opportunity, child development, and community well-being.”
Dr. Toni Tsatoke-Mule, Executive Director for the Kiowa Education Agency, states, “Today was a joyful event to witness. We’re so happy to take forward steps for our school-aged children and youth. We understand that there are many needs in the community. I support our Child Care Director and her vision of the future of Kiowa Child Care.” She also expanded the bidding process and the selection of Numunu Construction LLC, “It was a time-consuming process, but we wanted to ensure that we followed all of the existing guidelines. It was a completive bid process, but we are confident in Numunu Construction to deliver what we envision”.
The Kiowa Tribe Child Care Program offers assistance in the form of subsidy payments to help enrolled Kiowa families with childcare costs. Kiowa Tribe tribal members can obtain quality childcare services that fit their needs with the three programs offered by the KTCCP. Last year, KTCCP was able to provide care to 77 children. Kiowa Language and culture are also major focal points of the program. The KTCCP receives onsite training to learn the Kiowa language and Culture. In 2024, KTCCP introduced a new character Sègí:, specifically designed to deliver Kiowa Language and Culture activities in the Kiowa Early Education Programs.
Jonna Beartrack, Kiowa Tribe Child Care Director, has been with the Kiowa Tribe Child Care Program for four years and is looking forward to the future of the KTCCP, “Our staff and children are so excited for this new School Age facility! We want to create an environment that supports the child culturally, physically, and emotionally, and their own interests. This will be a place where talents, skills, and confidence can grow in a positive environment.”
Chairman Sullivan also echoed the enthusiasm about the upcoming project, “The proposed Child Care Center in Anadarko is one of the critical pieces in the Kiowa Tribe's plan for strengthening community development and infrastructure.”
Chairman continues, “I look forward to working with the Kiowa Education Agency Executive Director Dr. Toni Tsatoke Mule, Child Care Director Jonna Beartrack, and related staff to get this facility open by the project completion date. This will be a great development for our Kiowa children as we open up this site for them to learn and grow in a positive, nurturing environment.”
Groundbreaking for the project will be upcoming, and the tentative completion date will be in the fall. The target is set on September 2026. The project is expected to bring additional jobs for both construction elements and childcare openings once the build is complete.
