2026 General Elections:

To register and request an absentee ballot use FVAP’s easy online assistant at www.fvap.gov/FPCA to walk you through state-specific form completion. Once you complete the FPCA, print, sign, and send it to your election office. Most states accept the FPCA by email or fax while some require it by mail. Check your state-specific guidelines at FVAP.gov.

Once you receive your requested absentee ballot, vote and return it as soon as you get it. Remember to carefully follow the instructions, especially using a “security envelope” if required, and sign the package as indicated when returning it. To save time, send voted ballots electronically if allowed by state law. Voters can check if their state accepts completed absentee ballots by email, fax, or via an online portal at FVAP.gov/guide. If a requested ballot has not arrived, use the Federal Write-in Absentee Ballot (FWAB) immediately at www.fvap.gov/FWAB. It works like a backup ballot. If your official absentee ballot arrives after sending in the FWAB, complete and send in the official ballot, too. Only one will be counted. To make sure the voted ballot is received by your state. Go to FVAP.gov, click on your state and then the "check the status of your voted ballot" button.

To find your state's election website for specific information on candidates, elections, contact information, and links to your local election offices, visit FVAP.gov and select your state from the dropdown menu. You can also reach out directly to your election office for status updates on your registration and absentee ballot.

If you have not received your ballot, you can use the Federal Write-in Absentee Ballot (FWAB) as a back-up ballot. Most states require you to have requested your ballot prior to submitting this ballot. You can use FVAP's online assistant to walk you through the form here: https://www.fvap.gov/fwab. This will include all electronic options available for voting in your state as well as where to send it.

If you receive your regular ballot from your state, you can still submit that state ballot back to your state; only one ballot will be counted.

The Department of War is required to send this email notification starting 90 days before each election for federal office. This information is current as of September 30th, 2026. As updates may occur, please check the election calendars and state guidelines at FVAP.gov for real time information.
For additional information on the Federal Voting Assistance Program (FVAP), or need help with the absentee voting process, please go to FVAP.gov, call 703-588-1584 (Toll free 1-800-438-VOTE or DSN 425-1584), or email ([email protected]). You may also contact your Unit Voting Assistance Officer (UVAO) or the Installation Voting Assistance Officer (IVAO) located at the Military & Family Readiness Center (M&FRC) via the following link: https://www.fvap.gov/info/contact and click on United States Air Force.

Great information for veterans!

AFSA Division 4

Caring for aging Veterans has been, and remains, a major AFSA priority for more than three decades. That work includes TRICARE for Life, concurrent receipt, the repeal of the Widows Tax, and caregiver support.

You can see the full record here:
https://afsa-legislative.github.io/AFSA_Legislative/AFSA_Accomplishments

One of the most significant recent wins for aging veterans is the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act. AFSA and our partners in The Military Coalition supported it, and Congress signed it into law in January 2025 (Public Law 118-210). Its major provisions for aging veterans and their families include:

- Higher limit on home care spending: VA can now spend up to 100% of what nursing home care would cost (previously 65%) so veterans can receive care at home.

- PACE partnership: VA must seek agreements with the Program of All-Inclusive Care for the Elderly (PACE) to offer alternatives to nursing home care.

- Assisted living pilot: Creates a VA pilot program to provide assisted living services to eligible veterans.

- Home health aide pilot: A three-year pilot to provide homemaker and home health aide services in communities with a shortage of aides.

- Support for family caregivers: Authorizes grants and contracts to provide mental health support to family caregivers. It also strengthens VA's caregiver programs, including transition support for caregivers who leave the comprehensive caregiver program.

- Burial benefits: Covers burial allowances for veterans who die at home while receiving VA hospice care.

Passing the law was the first step. VA is still implementing several of these programs, and AFSA continues to monitor implementation.

We are also continuing to advance retiree priorities such as the Major Richard Star Act.

Support H.R. 2303 — BVA Attorney Retention and Backlog Reduction Act

BOTTOM LINE: AFSA supports H.R. 2303 because BVA is hemorrhaging experienced attorneys to better-paying VA offices — directly extending the wait times of veterans, including our members, who have disability claims in the appeals pipeline. Fixing an arbitrary pay cap is the fastest, lowest-cost way to help.

The Problem

The Board of Veterans' Appeals handles disability appeals for veterans across all branches, including the Air Force and Space Force. It chronically loses experienced attorneys to the VA's Office of General Counsel, which allows the same non-supervisory role to reach GS-15. BVA is capped at GS-14. The result is approximately $10,000 less per year for the same career track. Experienced legal talent walking down the hall while veterans wait.

BVA appeals decisions directly affect disability ratings, benefits eligibility, and quality of life for many AFSA members.
Experienced BVA attorneys produce faster, higher-quality decisions, and their departure directly extends backlogs.
The GS-14 cap is an internal inequity with no policy justification. This gap exists nowhere else in VA's legal structure.

What H.R. 2303 Does

Removes the GS-14 pay ceiling for BVA non-supervisory attorneys, allowing promotion to GS-15. This is the same ceiling that already exists at the Office of General Counsel.
Grants BVA the same pay flexibility that other VA legal components already have.
Requires no new appropriations. The adjustments come from within BVA's existing budget authority.

Why AFSA Supports This Bill

AFSA members who have filed disability appeals deserve a fully staffed, experienced BVA. Every attorney who leaves for another office is a delay added to every veteran still in the queue.
Air Force and Space Force veterans are well-represented in the VA appeals system. This bill directly improves the system that adjudicates their claims.
Bipartisan (McGarvey-D and Bilirakis-R) — a strong candidate for floor passage with the right member engagement.
Narrow, low-cost, and structurally sound. There is no legitimate reason BVA attorneys should earn less than their counterparts doing comparable legal work at the same agency.
