90% of H-1B visas in the last decade went to workers from just 2 countries.

That stat alone tells you everything about how concentrated and how fragile the U.S. tech talent pipeline really is.

Robert Bouchard knows this world better than almost anyone. As "The H1B Guy" and Chief Digital Officer at Tier 4 Group, he's spent years cutting through the politics and explaining what high-skilled immigration actually means for U.S. companies trying to hire.

He joined Brian Samson on the Nearshore Cafe Podcast to break down what's happening right now:
→ The 2025 H-1B lottery saw selection rates jump above 30% but Level 4 earners are being selected at 60%+
→ The green card backlog is trapping workers in 10–12 year limbo
→ Talent that can't get a visa is heading to Argentina, Brazil, Costa Rica and not coming back

If you're a founder or engineering leader trying to build a technical team in this environment, this episode is required listening.

Most companies pick a nearshore country first, then figure out if it works.

Time zone overlap? Maybe.
Cultural fit? Hopefully.
Talent depth for their specific roles? Who knows.

That's backwards. And it's why so many nearshore hires underperform.

During our upcoming webinar I'm walking through exactly how we evaluate LATAM talent markets at Plugg. Real framework. Real data from 500+ placements. And a live head-to-head so you can see the differences for yourself.

2021 and 2022 felt like a hiring frenzy. Every company was growing fast, talent was expensive, and no one cared because revenue was rising even faster.

Then 2023 and 2024 changed everything. Markets tightened, hiring slowed, layoffs became common, and companies that overextended had to pull back.

And 2025 was still cautious, still uneven, still uncertain.

But this is not the first time this cycle has happened.

I have watched it play out for over a decade now. And every time US markets get volatile, the same shift happens quietly. The smartest founders start looking beyond the US, not just for cost savings, but for leverage, for talent, and for ways to build stronger, more resilient teams.

Latin America is where many of them land. Not because it is cheaper, but because it creates real alignment. Real-time collaboration, shared working hours, and faster feedback loops that actually move teams forward.

And there is something else that is easy to overlook. The talent itself.

Over the past decade, the LATAM talent pool has matured in a way most US founders still underestimate. AI engineers, full-stack developers, and data specialists who are not just available, but highly capable, experienced, and ready to operate at a global level.

This is not outsourcing in the old sense. This is a shift in how modern companies are built. Smaller teams, stronger talent, faster ex*****on.

And the founders who understand this shift early tend to move ahead of the curve.

At Plugg Technologies, this is what we see every day, and it is only accelerating.

Brendan Quirk went to Patagonia for the mountains and ended up staying for the markets. 🇦🇷🏔️

It was fascinating to hear Brendan’s "boots-on-the-ground" stories on the latest episode of The Nearshore Cafe. He’s been in the trenches since the 2004 Argentina crisis and was right in the middle of the 2010 commodities boom that changed everything for U.S. investment in the region.

If you’re a founder or CTO looking at Chile, Brazil, or Argentina, this is a masterclass in regional strategy. We’re talking VAT (IVA), capital controls, and why the "community" aspect of LATAM talent is so unique.

Huge thanks to Quirk (Founder of ) for the real talk.

Most people don’t underpay for talent, they underestimate the true cost of hiring locally.

Add in benefits, turnover, and recruiting risk, and that “expensive” nearshore hire starts to look like the smarter move.

It’s not about hourly rate.
It’s about cost per outcome.

AI agents aren’t “set it and forget it.”

In the Nearshore Cafe Podcast, hosted by Brian Samson,
Oleg Baranov (Founder of FlameTree AI) explains why AI needs continuous training just like people do.

They make mistakes, learn, and improve over time.

That’s where the real value is.
