*OFFICIAL NOTICE TO ALL UGANDAN RECRUITMENT AGENCIES & JOB SEEKERS - UAE VISA SCAMS*

I want to alert the public on a rising scam targeting our industry.

On 26th September 2026, the UAE government (NCEMA/MoHAP/ICP) announced that Ebola-related entry restrictions for Ugandan nationals have been lifted. However, *the UAE ICP visa system is still rejecting Ugandan passports as of today 15th Oct 2026*, pending a final assessment mission to Uganda Civil Aviation Authority.

Scammers are using this gap between *announcement vs system opening* to defraud Ugandans.

*How the scam works:*
1. They post: "UAE VISAS NOW OPEN - URGENT DEPLOYMENT"
2. They collect UGX 500,000 - 2,500,000 for "UAE work visa processing"
3. They show you fake NCEMA circulars and fake visa approval screenshots
4. The visa never comes. The system is still blocked.

*We have confirmed today that NO new UAE work visa has been issued for a Ugandan passport holder residing in Uganda since the June 6 ban.*

*Our advice to fellow Licensed Agencies & Job Seekers:*

- Do NOT pay anyone claiming they have "special connection" to open UAE visas this week
- The lifting will be officially communicated by Ministry of Foreign Affairs Uganda and UAE Embassy Kampala, not by WhatsApp brokers
- Verify any UAE job offer through Ministry of Gender, Labour and Social Development External Employment Management System
- Report scammers to Uganda Association of External Recruitment Agencies (UAERA)

Let us protect our people. An announcement is not equal to system opening.

This is exactly what is happening to many agencies right now.

*Official vs. System reality:*

✅ *On paper:* UAE announced on *26 Sept 2026* that Uganda is removed from the Ebola ban list. Foreign Affairs Minister Adonia Ayebare confirmed it after meeting Sheikh Abdullah bin Zayed in New York.

⚠️ *In system (ICP / MOFAIC):* The visa platform is *still rejecting* Ugandan passports.

Why? Look at Ayebare's exact statement:

"His Highness informed me of the decision to lift travel restrictions on Uganda, *subject to a delegation of UAE visiting the Uganda Civil Aviation Authority and other entities to assess preparedness*"

So the lift was announced as a political decision, but the *technical implementation is pending that UAE assessment mission* to UCAA, Ministry of Health, and Entebbe Airport health screening systems. Until that delegation completes its visit and ICP updates the electronic system in Abu Dhabi, the system will keep auto-rejecting as "Ebola restriction".

This is the same pattern as 2022-2023 — announcement first, system update 2-4 weeks later.

*What to do now:*

1. Don't re-submit same passport repeatedly — it can flag as spam
2. Wait for Ministry of Foreign Affairs Uganda circular — they will issue a letter when ICP actually opens the portal
3. For urgent UAE clients, route candidates who have been *outside Uganda 21 days* (e.g., Kenya/Rwanda) — the June 6 rule allowed entry if 21 days outside affected country
4. Keep your candidates ready — once system opens, there will be a rush
