📣ขอเชิญเข้าร่วมการเสวนาวิชาการ “ภูมิรัฐศาสตร์และภูมิทัศน์ด้านความมั่นคงในอินโด–แปซิฟิก:มุมมองความมั่นคงต่อความท้าทายใหม่และการปรับตัวในระดับภูมิภาค”

การเปลี่ยนผ่านของระเบียบโลกภายใต้การแข่งขันเชิงยุทธศาสตร์ระหว่างมหาอำนาจ ได้ทำให้ภูมิภาคอินโด–แปซิฟิกกลายเป็นพื้นที่หลักของพลวัตด้านความมั่นคงร่วมสมัย ความท้าทายด้านความมั่นคงในปัจจุบันมิได้จำกัดอยู่เพียงมิติทางทหารแบบดั้งเดิม หากแต่ครอบคลุม ความมั่นคงรูปแบบใหม่ (New Security Challenges) อาทิ ภัยคุกคามแบบผสมผสาน ความมั่นคงไซเบอร์ ความมั่นคงทางทะเล การเมืองของเทคโนโลยี และความเชื่อมโยงระหว่างภูมิรัฐศาสตร์กับภูมิเศรษฐศาสตร์ ซึ่งล้วนส่งผลต่อเสถียรภาพของภูมิภาคและเสรีภาพในการดำเนินนโยบายของรัฐ

ภายใต้บริบทที่การแข่งขันเชิงยุทธศาสตร์ดำเนินไปต่ำกว่าระดับความขัดแย้งทางทหารอย่างเปิดเผยนั้น ประเทศไทยในฐานะรัฐขนาดกลางจำเป็นต้องทบทวนและยกระดับ ยุทธศาสตร์การป้องกันประเทศ (National Defense Strategy) ให้สามารถรองรับภัยคุกคามรูปแบบใหม่ ด้วยการเสริมสร้างขีดความสามารถในการยับยั้ง (deterrence capability) เพิ่มความพร้อมด้านการป้องปราม การควบคุมความขัดแย้ง และการบริหารจัดการวิกฤต (escalation control and crisis management) ตลอดจนรักษา เสรีภาพเชิงยุทธศาสตร์ (strategic autonomy) ในสภาพแวดล้อมความมั่นคงที่ซับซ้อน

งานเสวนานี้มุ่งสำรวจบทบาทของ “Middle Power Strategy”ในฐานะกรอบเชิงนโยบายสำหรับการเสริมสร้าง ท่าทีการป้องกันประเทศของไทย (defense posture) ผ่านการพัฒนาขีดความสามารถของกองทัพ การปรับตัวต่อเทคโนโลยีทางทหารสมัยใหม่ การทูตด้านกลาโหม (defense diplomacy)การมีส่วนร่วมเชิงสร้างสรรค์ในกลไกความมั่นคงระดับภูมิภาคที่นำโดยอาเซียน เพื่อยกระดับบทบาทของไทยในฐานะหุ้นส่วนด้านความมั่นคงที่มีบทบาทในการธำรงรักษาระเบียบสากลที่ตั้งอยู่บนกติการะหว่างประเทศและการเสริมสร้าง ความยืดหยุ่นเชิงยุทธศาสตร์ (Strategic Resilience) ท่ามกลางแรงกดดันจากการแข่งขันของมหาอำนาจ

“Geopolitics and Security Landscape in the Indo-Pacific:
Military Perspectives on Emerging Challenges and Regional Resilience”
Amid the ongoing transformation of the global order and intensifying strategic competition among major powers, the Indo-Pacific has become a focal point of contemporary security dynamics. Today’s security challenges extend beyond traditional military concerns to encompass new security challenges, including hybrid threats, cyber and maritime security, the geopolitics of technology, and the growing nexus between geopolitics and geoeconomics.
As strategic competition increasingly unfolds below the threshold of open armed conflict, middle powers face mounting pressure to navigate complex power dynamics while preserving strategic autonomy. This seminar explores Middle Power Strategy as an analytical framework for enhancing Thailand’s role in the Indo-Pacific through defense diplomacy, constructive engagement in ASEAN-led security mechanisms, support for a rules-based international order, and the strengthening of strategic resilience.
The seminar provides a policy-oriented academic platform for security practitioners, scholars, and decision-makers to examine Thailand’s strategic options and discuss pathways for elevating its role as a responsible and proactive security partner in the Indo-Pacific region.
