CTG Global is seeking a qualified Field Engineer to support infrastructure construction and rehabilitation activities under the Enhancing Community Resilience and Local Governance Project II (ECRP II). 🏗️ KEY RESPONSIBILITIES

🔹 Support implementation of ECRP II infrastructure activities in line with approved procedures, project manuals and templates.

🎓 EDUCATION

✅ Bachelor’s Degree in Civil Engineering, Architecture or another relevant discipline from a recognized institution;

OR

✅ Civil Engineering Diploma with a minimum of 3 years of experience.

💼 EXPERIENCE & SKILLS

✔️ Relevant professional experience in engineering or construction management of infrastructure projects.

Save the Children International is seeking a qualified Programme Manager – ARISE GREEN Programme to provide strategic leadership, technical oversight, consortium coordination, and operational management for the 48-month ARISE-GREEN Project.

The role will lead high-quality and compliant delivery across the consortium, coordinate with lead and co-applicants HASS and CAPaD, manage collaboration with the parallel NRC-led consortium, and serve as a key focal point with the European Union contracting authority, national ministries, UNMISS, and private-sector stakeholders.

✅ Key Responsibilities

📌 Consortium Leadership and Strategic Management

• Provide overall guidance, leadership, and vision to consortium partners
• Ensure unified, qualitative, and timely project delivery
• Manage sub-grant agreements
• Ensure consortium members comply with Save the Children policies, EU regulations, and national standards
• Lead inception planning, TVET centre assessments, labour-market assessments, value-chain skills-gap analysis, and Agri-TVET vocation prioritisation
• Finalise MoUs with around 49 private-sector companies and value-chain actors for apprenticeships and work-based learning

🎓 Technical and Programme Operational Delivery

• Support transition from theoretical instruction to practical Competency-Based Training
• Work across 12 public TVET centres and 3 Centres of Excellence
• Lead institutional strengthening, including Institutional Development Plans, Quality Assurance systems, and workshop upgrades
• Support capacity building of 240 TVET instructors
• Coordinate self-employment start-up productivity kits and business incubation services for graduates

🤝 Partner Coordination and Systems Alignment

• Coordinate with the NRC-led consortium to avoid duplication and harmonise beneficiary targeting
• Lead multi-stakeholder dialogue platforms and state-level TVET committees
• Coordinate with the Ministry of General Education and Instruction, Ministry of Labour, and Ministry of Agriculture and Food Security
• Work with UNMISS and the National DDR Commission to support integration of high-risk youth and ex-combatants into technical skilling pathways

📊 Consortium Management Unit Leadership

• Lead and manage the Consortium Management Unit
• Coordinate with finance and MEAL focal points
• Provide secretariat support to the Steering Committee
• Track meeting actions, documentation, planning, monitoring, and reporting
• Ensure compliance with the funding agreement and donor requirements

📈 MEAL, Learning and Quality Assurance

• Support the Joint Results and Learning Platform
• Harmonise MEAL frameworks and tools across consortia
• Analyse project output and indicator data
• Support adaptive management and continuous improvement
• Facilitate learning reviews, reflection sessions, case studies, and documentation of best practices
• Integrate gender equity, protection, conflict sensitivity, and accountability to affected populations

💰 Financial Planning, Compliance and Visibility

• Coordinate financial planning and budgeting with the Finance Focal Point
• Ensure compliance with EU financial regulations and consortium procedures
• Review and finalise high-quality technical and narrative reports before donor submission
• Support external communication, representation, and visibility in line with EU visibility requirements

🎓 Qualifications

✅ Master’s degree in one of the following fields:

• International Development
• Vocational Education / TVET
• Agricultural Economics
• Project Management
• Business Administration
• Or another related field

💼 Experience and Skills

✅ Minimum 7–10 years of progressive experience managing large-scale, multi-million-dollar international development projects
✅ Preferred focus areas: TVET, youth livelihoods, climate-smart agriculture, or market systems development
✅ Proven experience leading multi-partner consortia in fragile or post-conflict settings
⭐ Experience in South Sudan or East Africa is highly desirable
✅ Strong knowledge of EU / NDICI rules, procedures, and reporting compliance
✅ Technical understanding of CBET / CBT frameworks, curriculum development, and national qualification systems
✅ Experience with conflict-sensitive programming, social cohesion, and high-risk groups such as ex-combatants, displaced populations, or gang-affiliated youth
