📢 in : Acquittal of the President and executive board of the Istanbul Bar Association
The CCBE welcomes the full acquittal of the President of the Istanbul Bar Association, Prof. İbrahim Özden Kaboğlu, and its 10 executive board members, who had been charged with “terrorist propaganda” under Article 7/2 of Türkiye’s Anti-Terrorism Law.
✳️ Background to the Case
The charges stemmed from a 21 December 2024 public statement in which the Istanbul Bar condemned:
• the killing of two journalists in northern Syria; and
• the arrest of journalists and lawyers during a peaceful demonstration in Istanbul.
All members were charged with “terrorist propaganda” under Article 7/2 of Türkiye’s Anti-Terrorism Law.
✳️ CCBE Trial Monitoring
The CCBE, represented by Barbara Porta, Chair of the Human Rights Committee, has monitored the case from the outset, joining European Bars and Law Societies as international observers during the hearings on 28-29 May 2025, 9-10 September 2025, and 5-9 January 2026 (final hearings).
Today, the judge acquitted all defendants.
Those acquitted are:
Prof. İbrahim Özden Kaboğlu, Ahmet Ergin, Bengisu Kadı Çavdar, Ekim Bilen Selimoğlu, Ezgi Şahin Yalvarici, Fırat Epözdemir, Hürrem Sönmez, Mehmedali Barış Beşli, Metin İriz, Rukiye Leyla Süren, Yelde Koçak Urfa.

The CCBE also submitted an amicus curiae brief and continued to raise awareness of the case within the international legal community.

Le CCBE se félicite de l'acquittement du président du barreau d'Istanbul, le professeur İbrahim Özden Kaboğlu, et des dix membres de son conseil d'administration, qui avaient été accusés de « propagande terroriste » en vertu de l'article 7/2 de la loi antiterroriste turque.
✳️ Contexte de l'affaire
Les accusations découlaient d'une déclaration publique faite le 21 décembre 2024, dans laquelle le barreau d'Istanbul condamnait :
🔹 le meurtre de deux journalistes dans le nord de la Syrie ; et
🔹 l'arrestation de journalistes et d'avocats lors d'une manifestation pacifique à Istanbul.
Tous les membres ont été accusés de « propagande terroriste » en vertu de l'article 7/2 de la loi antiterroriste turque.
✳️ Suivi du procès par le CCBE
Le CCBE, représenté par Barbara Porta, présidente du Comité Droits humains, a suivi l'affaire depuis le début et s'est joint aux barreaux européens en tant qu'observateur international lors des audiences des 28 et 29 mai 2025, des 9 et 10 septembre 2025 et des 5 et 9 janvier 2026 (audiences finales).
Aujourd'hui, le juge a acquitté tous les accusés.

🤝 Tout du long de la procédure, le CCBE a soutenu le barreau d'Istanbul par le biais de déclarations, de lettre de droits humains (voir ci-dessus en version anglaise), d’un mémoire d'amicus curiae, de la sensibilisation continue la communauté juridique internationale à cette affaire.
✔️ Cet acquittement constitue une étape importante pour l'État de droit, réaffirmant l'indépendance de la profession d'avocat et la liberté d'expression des avocats et des barreaux.
