We thank the for inviting us into the Stakeholder Consultation on the 20th Anniversary of the UNCRPD (United Nations Convention on the Rights of Persons with Disabilities).

This was coordinated through the office of United Nations High Commissioner for Human Rights and the United Nations Country Communications Group in partnership with the National Council on Disability Affairs (NCDA).

Khey Gambe, our PH Operations Manager who is a person-with-disability (deaf / hard-of-hearing) herself joined the pool of stakeholders and consultants of different disability sectors, NGOs and UN agencies for a day of sharing, connecting, advocating and celebrating the People with Disability in the Philippines.

Affirming the slogan above, we believe in creating COMMUNITIES and OPPORTUNITIES for the disability sector where their voices and participation are respected and heard. We are looking forward to the 20th anniversary of UNCRP in December and results that will come out of this consultation.

In observance of World Hearing Day with the theme for 2026, “From communities to classrooms: hearing care for all children,” Hard of Hearing Group Philippines led by President Vins Balingan through the coordination of Accessibility Officer Gara Bosque collaborated with Ear and Hearing Wellness Institute at The Specialists Surgery & Cancer Center through ENT specialist Dr. Joyce Sagun; the school authorities of Bagong Silang High School headed by Principal Dr. Alvin Angus with SNED Coordinator Ernesto Cruz; concerned parents; and officials of Barangay 176-B Bagong Silang, Caloocan City led by Barangay Chairman Sammy De Guzman Reyes, to bring hearing care directly to learners with confirmed and suspected hearing loss at Bagong Silang High School, Caloocan City on March 10, 2026.

The collaboration delivered specialist ear and hearing screening services by Dr. Sagun together with Dr. Nikki Fortuno, Mr. Kenzo Navarro, a volunteer from the ADMU Health Sciences Program, and nursing and marketing staff of TSSCC, not only to students but also to a few teachers who availed themselves of the free ENT checkup. Learners found with significant hearing disability were referred for further medical evaluation, while those who could still benefit from amplification were provided free hearing aids courtesy of Australian Rotarians PDG Danny Low and Dr. Angeline Low.

By fusing the advocacy and coordination of HOHGP, the clinical expertise of The Specialists Surgery and Cancer Center, the support of school authorities, barangay officials, parents, and civil society organizations, this intersectoral collaboration demonstrated a practical model of community–school partnership for early detection and intervention in hearing loss among school-age children, helping ensure that students can hear, learn, and participate more fully not only in the classroom but in society.

Being represented in the National Anti-Poverty Commission - National Capital Region Basic Sector Council of Persons with Disabilities, we extend our hearfelt felicitations to Ma'am Amalia Decena for the appointment by President Bongbong Marcos as Sectoral Representative for Persons with Disabilities. Makiddiot kami kikaw. Mabuhay!

𝗡𝗘𝗪𝗦: Malacañang appoints three new Sectoral Reps

MANILA – President Ferdinand Marcos Jr. appointed three new Sectoral Representatives (SRs) to the National Anti-Poverty Commission (NAPC), bringing the total number of new appointees to nine in the 14-member Sectoral Representatives Council.

Indigenous Peoples Sectoral Representative John Mart Salunday, Persons with Disabilities Sectoral Representative Amalia Decena, and Urban Poor Sectoral Representative Concordio Austero took their oaths before Executive Secretary Ralph Recto at the Presidential Guest House in the Malacañang Palace, March 6.

SR Salunday is an advocate for indigenous peoples’ rights and currently serves as the provincial coordinator for Palawan in the Regional Basic Sector Coordinating Council (RBSCC)-MIMAROPA. He has been actively involved in Nagkakaisang mga Tribu sa Palawan (NATRIPAL) where he has served as president since 2014. He also served as a city councilor and as the Indigenous Peoples Mandatory Representative in Puerto Princesa City from 2020 to 2023.

SR Decena is a longtime advocate for the rights of persons with disabilities. Her community-level advocacy has been recognized by several award-giving bodies in the Philippines and abroad. She currently serves as Regional Coordinator of RBSCC-Cagayan Valley. She is also the president of the Handicapables Association of Cagayan and the Cagayan Women with Disability.

SR Austero is a community leader who was recognized by the government as one of the Top Ten Outstanding Urban Poor Leaders of the Philippines in 2011. He represents the Alliance of Marigondon Urban Poor Associations and serves as Regional Co-Coordinator of RBSCC-Central Visayas. Prior to his appointment, he served as officer-in-charge of the National Urban Poor Sectoral Council.

The three newly appointed sectoral representatives are expected to strengthen sectoral participation in governance and ensure that the voices of basic sectors are heard in the formulation of national development policies and programs.

With the latest announcement, NAPC is still awaiting the appointment of the five remaining sectoral representatives who will represent the cooperatives, non-government organizations, senior citizens, women, and youth and students sectors.

The humble share of Hard of Hearing Group Philippines in the international observance of with this year's theme of "From communities to classrooms: bringing hearing health for all children" held March 4, 2026 at Caruhatan National High School, Karuhatan, Valenzuela City sponsored by Audibly Hearing Aid Center in coordination with the school officials led by the principal, Dr. Jonathan Lagdamen, guidance counselor Ma'am Mhyles Dideles, SNED coordinator Ma'am Charm Jingco, and Ma'am Andrea Torres, and concerned parents of SNED learners and with support from the Office of Congressman Gerald Galang of District 2, Valenzuela City.
