ESCUDERO, FORMER BSP SECRETARY GENERAL, 88
Mr. Charlie Escudero was born on Nov. 9, 1934 in San Raymundo, Jolo Sulu. His father, Emilio Ruiz Escudero was the provincial assessor of Sulu while his mother, Mercedes Cervantes, is a Davaoeña
He became a Cub Scout in his elementary grade reaching the Bear Scout rank, and then as a Life Scout when he was in high school. He had never left the trail of Scouting since.
He became Scout Executive of the Lanao-Iligan City Council in 1962 and eventually became Scout Executive of Zamboanga in 1964-1972. He was appointed Regional Scout Director for Southern Mindanao in 1972 and subsequently as Region Scout Director in 1974. He was then appointed Deputy Secretary General in 1978 and concurrent Director for Operation. He was appointed Secretary General in 1989. In 1999 he was conferred the name “Millennium SG” because of his accomplishments in his 10 years of service, where he initiated “back to basics” activities, especially in membership recruitment, with programs that include the Scout badge, Scout Oath and Law, while at the same time upgrading outdoor activities to strengthen the organization.
During his time, he took steps to strengthen public relations including partnerships with both government and private agencies. During his term the BSP reached the 3 million mark in membership. He also paved the way for stronger relationships between the National Office and the volunteers.
As a seasoned and high-caliber Leader Trainer, Mr. Escudero strengthened the quality of training for all Adult Leaders. He believed that “well-trained Scoutmasters beget well-trained Scouts.”
SG Charlie as he is fondly called by his closest friends is known to have a good singing voice, and an excellent Public Speaker with well-modulated voice in most of his speeches. He served as Course Leader in various Wood Badge courses, Course for Leader Trainers and the APR Basic and Advanced Management Courses for Professional Career Scout Executives.
Mr. Escudero is survived by his children Carmelo, Dan and Eileen, Carla, Alice, Daisy and Beatriz and Gil Escudero.
