Strengthening Partnerships for Genetic Improvement: PCC at LCSF Convenes AI Technicians for Mid-Year Review and Strategic Planning

Recognizing the vital role of artificial insemination (A.I.) technicians in advancing the Carabao Development Program (CDP), the Philippine Carabao Center at La Carlota Stock Farm (PCC at LCSF) convened its A.I. Technicians' Mid-Year Accomplishment Review and Strategic Planning on August 3, 2026, in La Carlota City. The activity served as a venue to evaluate program accomplishments, strengthen institutional partnerships, and formulate strategic interventions to further improve the delivery of genetic improvement services in Negros Island Region.

The gathering brought together A.I. technicians from various Local Government Units (LGUs) and Village-Based Artificial Insemination Technicians (VBAITs), along with representatives from key partner agencies, including the Provincial Veterinary Office (PVO) of Negros Occidental, the Department of Agriculture–Negros Island Region (DA-NIR), and the National Dairy Authority (NDA). Their participation highlighted the importance of inter-agency collaboration in achieving a more responsive and effective livestock development program.

A major highlight of the activity was the presentation and assessment of the participants' accomplishments during the first half of 2026. The review enabled A.I. technicians to share field experiences, discuss operational challenges, and exchange best practices in the implementation of breeding services. It also provided PCC at LCSF with valuable insights for evaluating program performance and identifying opportunities to further enhance reproductive efficiency and genetic improvement among carabao herds in partner communities.

The strategic planning session focused on identifying priority activities, harmonizing implementation strategies, and strengthening coordination among partner institutions for the remaining months of the year. Participants discussed measures to expand access to quality artificial insemination services, improve farmer engagement, increase conception rates, and ensure the timely delivery of technical assistance to livestock raisers.

Representatives from the DA-PVO of Negros Occidental, DA-NIR, and NDA also presented updates on their respective livestock and dairy development initiatives, reaffirming their commitment to sustaining collaborative efforts with PCC at LCSF. The exchange of program updates and technical insights further reinforced the shared goal of enhancing the productivity and competitiveness of the livestock sector through coordinated extension and breeding services.

The conduct of the Mid-Year Accomplishment Review and Strategic Planning underscores PCC at LCSF's commitment to continuous performance improvement, capacity building, and partnership-driven development. By fostering stronger collaboration among A.I. technicians and partner agencies, the Center continues to strengthen the implementation of the Carabao Development Program, promote superior genetics, improve reproductive performance, and contribute to increased farmer productivity, higher household incomes, and the sustainable growth of the Philippine carabao industry.

PCC at LCSF Strengthens Dairy Cooperatives for Healthy Animals and Quality of Milk

The Philippine Carabao Center at La Carlota Stock Farm (PCC at LCSF), through its Carabao-Based Enterprise Development–Genetic Improvement Program (CBED-GIP) team, conducted a series of animal health, breeding, and milk quality monitoring activities for partner dairy cooperatives in Negros Oriental on July 15–17, 2026, reaffirming its commitment to improving dairy production and ensuring the delivery of safe and quality milk.

The three-day field activity commenced on July 15–16 at the Samoyao Hills Pamplona Producers Cooperative (SHPPC) in Pamplona, where the CBED-GIP team provided animal monitoring, breeding, treatment, and other veterinary interventions to support the cooperative's dairy production.

As part of the activity, the team monitored 22 pregnant animals and seven lactating cows to assess their reproductive and production status. Artificial insemination (A.I.) services were administered to 12 qualified animals, while 55 animals received deworming and vitamin supplementation to improve animal health, strengthen disease resistance, and enhance reproductive performance.

Complementing the animal health interventions, PCC at LCSF conducted the Milk Test Day and Milk Quality Test at SHPPC on July 16, followed by the same activity at the San Julio Agrarian Reform Beneficiaries Cooperative (SJARBC) in Tanjay City on July 17.

The activity involved the collection of milk production records and milk samples for laboratory quality assessment to monitor milk yield and verify compliance with the quality standards required under the Milk Feeding Program. It also served as an opportunity to provide technical assistance to partner cooperatives by reinforcing proper milking, milk handling, and sanitation practices, ensuring the production of safe, wholesome, and high-quality milk for consumers.

These initiatives demonstrate PCC at LCSF's continuing commitment to strengthening the local dairy industry through improved animal health management, enhanced reproductive efficiency, and effective milk quality assurance. By delivering sustained technical and veterinary support to dairy farmers and cooperatives, the Center continues to promote sustainable carabao-based enterprises, improve farmers' productivity and income, and contribute to the country's food and nutrition security.

100 Young Mangkasanons Gain Literacy and Nutrition Boost via DA-PCC ‘3K’ Campaign

by La Carlota City PIO

LA CARLOTA CITY, July 29 — One hundred local children received fresh carabao milk and interactive literacy training as the Department of Agriculture–Philippine Carabao Center launched its "3K" Read Along Campaign at the Villa Caridad Covered Court.

The initiative—built around KalaBasa (storytelling), KaLakasan (milk distribution), and KaLaro (games and poster contests)—combines early childhood literacy with direct nutritional support to combat developmental gaps among young learners across La Carlota City.

Fifty Department of Education students from La Carlota South 1, 2, and North Elementary Schools joined 50 Early Childhood Care and Development learners for the activity, which brought together regional agricultural officials, city leaders, and local educators.

“Healthy children are better learners, and better learners become responsible citizens,” Mayor Jose Luis “Joelu” Jalandoni said, affirming the city’s commitment to inter-agency programs targeting youth health and education.

City Social Welfare and Development Office Head Angie Gelongo, RSW, welcomed attendees, noting that early childhood intervention requires sustained multi-sectoral collaboration to nurture both cognitive and physical growth.

During the event, DA-PCC and La Carlota Stock Farm Center Director Eva Alvarez outlined agency services, including dairy production and cooperative development, designed to strengthen food security and boost income opportunities for Mangkasanons. Project Assistant Micky Teresa Saddo explained the hands-on 3K curriculum, while Regional Knowledge Manager Louie Jee Huelar led storytelling sessions featuring the characters KalaGirl and KalaBoy.

The program concluded with a ceremonial milk toast led by San Julio ARB Cooperative General Manager George Yleaña, alongside support from DSWD representative Khaye Antipatia, Dr. Citrobelle Aldeguer representing Schools Division Superintendent Dr. Ermi Miranda, and PCC milk feeding focal person Keziah Jamison.
