⚠️ 工人回国，你以为事情结束了 —— 系统里那个人还挂在你公司名下。
没报离境备忘（𝗖𝗵𝗲𝗰𝗸 𝗢𝘂𝘁 𝗠𝗲𝗺𝗼），明年请不了新人。

📌 这四种都必须即时提报
• 辞职、约满
• 遣返、体检不合格

📌 没报会发生什么
• 配额被占着 —— 名额还在那个人身上，你请不了新人
• 人头税与准证纪录对不上
• 迟报属于合规问题，往后的配额申请会被翻纪录
• 最麻烦的：那个人后来在外面出事，纪录上他还是你的员工

📌 最常见的三种漏报
• 工人不告而别，公司当作「不见了」，不处理
• 中介说会帮忙报，没跟进确认
• 体检不合格遣返，以为送走就自动销档

⚠️ He flew home, you assumed that closed the file — but in the system, he's still under your company.

• Resignation, contract completion
• Repatriation, failed medical

📌 What skipping it costs you
• The quota slot stays under his name — you can't bring anyone in
• Levy and permit records stop reconciling
• Late filing is a compliance issue, read against future applications
• The worst version: he gets into trouble somewhere, and on paper he's still your employee

📌 Three ways it gets missed
• He leaves without notice, treated as "he disappeared"
• The agent said they'd file it, and nobody confirmed
• A failed-medical repatriation, assumed to close itself

𝗤𝗨𝗢𝗧𝗔 配额｜被打回，理由那一栏写着「住宿」

⚠️ 很多老板不知道：住宿是审批的一环，不是人请进来之后才安排的事。
住宿不达标，配额批不下来；批下来了，稽查一样回头找。

📌 审批会看什么
• 每人最低居住空间
• 睡床、储物、卫浴与厨房设施
• 消防安全与逃生通道
• 食水、电力、通风
• 住宿认证（CFA）：由劳工局审核发出

📌 最常踩的三个误区
• 「租一间排屋塞十几个人」—— 人均空间不达标，一验就出事
• 「工厂里隔一间就好」—— 工业地能不能住人，是另一个批准
• 「等配额批了再弄」—— 顺序反了，认证是申请时就要有

住宿不是福利，是执照的一部分。

⚠️ Most employers don't realise housing is part of the assessment — not something arranged after workers arrive.
Sub-standard housing blocks the quota, and if it clears, enforcement still comes back to it.

📌 What gets assessed
• Minimum living space per worker
• Beds, storage, bathroom and kitchen facilities
• Fire safety and escape routes
• Clean water, electricity, ventilation
• Certificate for accommodation, issued after labour-department inspection

📌 Three assumptions that cost people
• "Rent a terrace house and fit a dozen in" — space per person fails first inspection
• "Partition a corner of the factory" — housing on industrial land is a separate approval
• "Sort it out after the quota clears" — backwards; certification is needed at application

📌 Put plainly
Accommodation isn't a perk. It's part of your licence to operate.

𝗤𝗨𝗢𝗧𝗔 配额｜现在不申请，明年产能你排不上

⚠️ 外劳配额的窗口现在是开着的 —— 但「开着」不等于「随时都能进」。
等到年底才想起来，你排的已经是别人后面。

📌 现在的状况
• 原本设的截止日期已被内政部取消，目前没有固定关闭日
• 建筑领域目前仅限政府工程（以最新公告为准）

📌 但「没有截止日」是最容易误判的一点
• 领域上限、劳动市场需求、公司纪录 —— 一样一样审
• 没截止日的窗口，同样可以随时公告收紧。政策要变，不会先通知你

📌 为什么不能拖到年底
• 配额批下来，人还没到 —— 后面还有 VDR、人头税、体检、PLKS，一关一关要时间
• 现在申请，赶的是明年首季的产能，不是这个月的
• 越接近年底，同一批文件排队的人越多，你就越靠后

窗口开着的时候申请，跟窗口快关了才申请 —— 是两种成本。

⚠️ The foreign worker quota window is open right now — but "open" is not "always lets you in".
Remember it at year end, and you're already behind everyone else.

📌 Where things stand
• The Home Ministry removed the original deadline; there's no fixed closing date at present
• Construction hiring is currently limited to government projects (per latest announcement)

📌 "No deadline" is the easiest thing to misread
• Sector caps, labour market needs and compliance history are each assessed
• A window with no closing date can still be tightened by announcement — policy doesn't warn you first

📌 Why waiting for year end costs you
• Approval isn't arrival — VDR, levy, medical and PLKS all still take their turn
• Applying now serves next quarter's capacity, not this month's
• The closer to year end, the longer the queue for the same paperwork, and the further back you sit

Applying while the window is open and applying as it closes are two different costs.

⚠️ 上一轮 RTK，官方说整个程序约 𝟯 个星期。
但真正卡住雇主的，是那三个星期还没开始之前。

📌 雇主这边要备的
• SSM 公司文件与最新资料
• 公司实际营运证明（地址、生产／服务性质）
• 员工住宿资料与住宿标准证明
• EPF、SOCSO 缴纳纪录
• 现有员工名册与人力需求说明

• 有效护照正本 —— 这一项最常出事
• 照片与个人资料
• 无黑名单纪录、现职资料

📌 为什么「3 个星期」是骗人的
那是文件齐了之后的三个星期。真正拖时间的是：
• 护照过期要补办 —— 领事馆排期，几个星期跑不掉
• 住宿不达标要整改 —— 最花时间，也最常被低估

𝗥𝗧𝗞 Regularisation | What to prepare, and how long

⚠️ Last round, Immigration put the full process at about 𝟯 weeks.
What actually traps employers is everything before those three weeks start.

📌 On the employer side
• SSM documents and current company records
• Proof of actual operations — address, nature of production or service
• Worker accommodation details and evidence it meets standard
• EPF and SOCSO contribution records
• Current staff list and the manpower case behind it

📌 On the worker side
• Original valid passport — the item that trips up the most people
• Photographs and personal particulars
• No blacklist record, current employment details

📌 Why "three weeks" is misleading
That's three weeks after the documents are complete. The real delays are:
• Expired passports — consulate queues run into weeks
• Accommodation below standard — the longest item, and the most underestimated

📌 So here's what to do now
The eligibility and document review. When the next round opens, you either walk into the process or start hunting for paperwork.
