NOTICE FOR OPEN COMPETITIVE BIDDING
Ha-Tsosane MHF: Construction of a Material Handling Facility, and Supply, Delivery, Installation and Commissioning of a Horizontal Baling Machine with Hopper — Ha-Tsosane Waste Transfer Station
MCC/PR/HA-TSOSANE-MHF/2026/001 — Open Competitive Bidding
1. The Maseru City Council (MCC) has received funds from the Government of Lesotho (GoL) to be used for the acquisition of goods, works and services described below.
2. MCC now invites eligible contractors to submit sealed bids under Open Competitive Bidding for the Construction of a Material Handling Facility, and Supply, Delivery, Installation and Commissioning of a Horizontal Baling Machine with Hopper, at the Ha-Tsosane Waste Transfer Station, Maseru. This work is undertaken in line with the Tšosane–Tsoeneng managed closure programme and MCC's commitment to the dignity of waste pickers operating at the site, and comprises:
• Construction of a material handling facility (roofed structure, concrete floor, vehicle access) sized to house the baling machine;
• Electricity connection (3-phase) and water connection to the facility;
• Change rooms for waste pickers, with wash-up facilities and latrines;
• Supply, delivery, installation and commissioning of a horizontal hydraulic baling machine fitted with a loading hopper.

NB: Funds must reflect in the Procuring Entity's bank account before a tender document could be issued out to the bidder.
3. Interested bidders should provide information demonstrating that they are eligible and possess the required qualifications to provide the goods, works and services, supported with relevant documentation, including valid registration in the Building (BDS) category, Grade B or Grade C, and/or the Supply and Delivery category, as appropriate to the component(s) bid for, and experience supplying/commissioning baling equipment (directly or through a nominated specialist sub-contractor/supplier).
4. The Evaluation criteria will be stated in the Tender document.
5. Entities may associate with other firms in the form of a joint venture to enhance their qualifications — for example, a Grade B/C construction firm partnering with a Supply and Delivery-registered supplier of baling equipment. The form of association, where applicable, should be indicated in the bid.
