Indonesia is building its green workforce for 2045
The Indonesia Green Workforce Development Roadmap 2025–2045 has been launched as a national strategic guide to prepare skilled workers across sectors for the energy transition and green economy — inclusively and equitably. The roadmap is grounded in Law No. 59/2024 on the RPJPN 2025–2045 and aligned with Presidential Regulation No. 12/2025 on the RPJMN 2025–2029, placing green workforce development at the heart of Indonesia’s national development agenda.
To ensure stronger implementation, the roadmap is being elevated into a Presidential Regulation, giving it formal legal force, clarifying Bappenas’s coordinating role, and directing ministries and agencies to integrate TKHI into their sectoral plans. A Regulatory Impact Analysis (RIA) has been completed to assess policy options and guide decision-makers. The RIA found that the key challenge is on building the system capacity to implement policies in an integrated and consistent way. As a follow up, a Focus Group Discussion with relevant ministries and agencies is being held to validate findings, gather cross-sectoral input, and strengthen the quality of regulation and implementation on Tuesday, 26 May 2026 in Jakarta.
The discussion was opened by the Director for Employment of Bappenas lead by regulatory experts and GIZ under GESIT project. During the session several major inputs were received such as:

3. Curriculum Synchronization and Industry Needs
4. Career Development and Green Workforce Inclusivity
