Are businesses quietly becoming more optimistic?

The latest IPA Bellwether Report found that 28% of businesses expect to increase staffing levels over the next three months, compared with 18% expecting a reduction, resulting in the strongest hiring intentions since Q2 2024.

At the same time, marketing investment has increased for a third consecutive quarter, with businesses reporting the strongest upward revision to marketing budgets in more than two years.

Whilst headlines often focus on economic uncertainty, the decisions businesses are making behind the scenes tell a slightly different story. Hiring, investing in visibility, launching new products and planning for growth are all signs that many organisations are looking beyond survival and thinking about what comes next.

We’re seeing similar conversations across Oxfordshire. Employers remain cautious, but many are also recognising that waiting for the “perfect time” can mean missing opportunities.

The question isn’t whether challenges exist. It’s whether businesses feel confident enough to invest despite them.
