For one, most people are back in the office after annual leave and as holidays are finishing business naturally starts to pick up and all those conversations that got put off until "after summer" finally happen.
There's also a bit of a reset that happens, many of the roles that were on hold or even closed off in the summer, now after some thought may be back open and moving again.
And then there's the personal side. A break tends to make people think about what they want next, that could be a new challenge or just a change of scene and September is usually when they start doing something about it.
