The latest KPMG and REC UK Report on Jobs shows permanent placements falling only marginally in March, while demand for staff fell at the softest pace since May 2025. At the same time, candidate availability rose at the fastest pace seen so far in 2026.

For employers, that creates a very specific kind of market.

There may be more candidates available, but budgets are tighter, decisions are slower, and the strongest people still need a reason to move.

Many SMEs know the feeling. The advert is live, the applications are coming in slowly, and the strongest candidates do not seem to be noticing the role.

On paper, that can sound like good news for employers.

In reality, more available candidates still need careful screening. More applications can mean more time spent separating genuine fit from quick clicks, especially when the role, salary and expectations are not clear from the start.
