The real test of PMO maturity is not how many initiatives it can govern.

It is whether it can make the difficult decisions:

STOP — when value or strategic fit is gone.
PAUSE — when timing or capacity is wrong.
SCALE — when impact and strategic fit are strong.

Portfolio courage is not about saying “no.”

It is about protecting scarce capacity and reallocating it intelligently.

The goal is not more projects.

What looks simple to the guest—a breakfast inclusion, parking, dinner, a spa credit, or an extra entitlement—can sit on top of a much deeper configuration logic.

In practice, package behavior can be shaped by several layers at once:
