Accountabilities:

Under the direct supervision of the Programme Policy Officer and the overall supervision of the Deputy Country Director, the incumbent will be responsible for the following duties and responsibilities.

1.Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines,
2.Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
3.Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
4.Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. nutrition and food assistance programmes, food security and vulnerability assessments, livelihood support) and consistency of information presented to stakeholders.
5.Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance and UNDAF objectives.
6.Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food and nutrition assistance.
7.Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
8.Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
9.Monitor and review regular sources of information and data required for preparation of reports. Compile field level information required for operational reports to donors.
10.Contribute to the drafting of project documents, budget revisions and strategies.
11.Draft high quality analytical reports drawing from programme monitoring evidence and results.
12.Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
13.Perform any related duties requested by the supervisors.

Critical Success Factors:

Ability to maintain accurate and precise records and to interpret and analyses a variety of data and resolve discrepancies. Courtesy, tact and the ability to work effectively with people of different national and cultural backgrounds.

Education: First degree in Economics, Rural Development, Food Security, Statistics, Sociology, public Health/Nutrition with additional years of related work experience and/or training/courses.

Experience: typically four or more years of professional experience in humanitarian e/o development programming, food security and Nutrition analysis and monitoring with an interest in international humanitarian development.

Knowledge & Skills: Utilizes up-to-date understanding of humanitarian and development actions in different contexts and knowledge of global geo-political issues, monitoring requirements and/or the evaluation mandate to enhance existing approaches, systems and processes to monitoring and/or evaluation that suit WFP’s strategic and operational needs, Applies in-depth understanding of developing practice in analytical approaches, methods and tools for an appropriate mix to deliver quality monitoring results or complex evaluations on diverse topics relevant to WFP’s strategic and operational results frameworks. Has worked with technical teams. Has contributed to implementation of programmes. Has observed or assisted with policy discussion Applies programme lifecycle knowledge to the development of food security and nutrition monitoring systems.

Language: Fluent in both oral and written communication in both French and English

Other desire skills: Excellent working knowledge of Microsoft software applications, particularly MS-Office( Word, Excel, Access, Power point, etc…) as well as most popular Statistical Packages.
