I need to address the “TR to PR” conversation, because my inbox is full and the amount of misinformation right now is frankly out of control.
Let’s be clear about where things actually stand.
As of April 13, 2026, there is no official IRCC program called “TR to PR.” There is no program guide, no application package, no eligibility criteria, no portal. You cannot apply to anything.
What triggered this discussion was an interview in early March where Immigration Minister Lena Metlege Diab referenced a “soft launch” of a pathway for 33,000 temporary foreign workers, with more details expected in April. We are now mid-April, and IRCC has not published anything.
The 33,000 figure comes from the 2026–2028 Immigration Levels Plan. Based on what we are seeing, this is likely tied to how IRCC is managing Express Entry draws. The increase in Canadian Experience Class invitations throughout 2026 is, in all likelihood, what the Minister was referring to.
This is not a repeat of the 2021 TR to PR program. That was a one-time public policy with specific streams and a first-come, first-served intake. There is no indication that anything similar is coming.
Yet right now, many are pushing “breaking news,” speculative eligibility lists, and urging people to book consultations for a program that does not exist. That is not professional immigration guidance. It is fear-based marketing.
As you know, we do not operate that way. We do not speculate. We speak to programs that are officially published with clear IRCC instructions. That should be the baseline in this industry.
If you are a temporary foreign worker in Canada, here is what you can actually do right now:
• Ensure your language test (CELPIP-G or IELTS-GT) is valid within the last two years
• Get your Educational Credential Assessment completed if you studied outside Canada
• Make sure you are in the Express Entry pool if you are eligible
That is the extent of real, actionable preparation today. If anything comes from this 33,000 allocation, it will almost certainly be tied to Express Entry.
I understand that is not the answer people want. But it is the honest one.
If IRCC announces something official, I will break it down clearly. Until then, be cautious about what you are seeing online.
