We turn work down sometimes. A twelve-person order for Monday when the site brief lands Friday afternoon. Rates that would need us to underpay somebody for the margin to work at all.
Saying no costs us the order. Taking it anyway costs you the week, and then staffing carries the blame for what was really a timeline.
We'd rather flag it Friday than have you find out Monday.

The sites building November rosters started in September, and most of them are already in the market. The ones that start looking in October are working with whoever is left in it by then.
Wages move too. Once the volume hires begin in earnest, the rate you could have filled at in September isn't the rate you fill at in November.
If peak is coming, now is the part where it gets decided.
