August LMIA update: longer waits for most TFWP streams, permanent resident stream jumps 70 days

Employers using the Temporary Foreign Worker Program (TFWP) saw LMIA processing times lengthen in August 2026, according to ESDC’s September 10, 2026 update. Nearly every stream slowed month‑over‑month; only the Seasonal Agricultural Worker Program posted a small improvement.

Global Talent Stream remained at 10 business days, meeting its service standard. Other July→August changes: Agricultural stream 25 days (+2), Seasonal Agricultural Worker Program 6 days (−2), High‑wage 90 days (+2), Low‑wage 82 days (+9), Permanent resident stream 156 days (+70). Low‑wage processing is subject to a federal moratorium in regions with unemployment ≥6%; the list of affected regions is updated quarterly, with the next revision due October 10.

Why this matters: employers must secure a positive or neutral LMIA from Employment and Social Development Canada before a foreign national can apply for a TFWP work permit. LMIA timelines do not include the required advertising period (14 days to eight weeks, depending on the stream). After ESDC approval, foreign nationals have six months to apply for the work permit. Certain applicants in Canada may be eligible for concurrent processing while an LMIA is still pending. More than 5,600 LMIA‑linked jobs were listed on the Canada Job Bank at the time of the update.

Context on admissions: Ottawa plans to admit 60,000 TFWP workers in 2026 (down from 82,000 in 2025). Between January and June 2026, 23,190 temporary foreign workers arrived—42.1% fewer than the same period in 2025 and 55.7% fewer than in 2024. The International Mobility Program target was cut to 170,000 for 2026; Jan–Jun 2026 IMP admissions totaled 74,940 (12.1% fewer than Jan–Jun 2025 and 61.1% fewer than Jan–Jun 2024).

Citizenship certificate processing jumps to 33 months — urgent requests explained

As of September 3, a new application for proof of Canadian citizenship now takes 33 months to process — an eight‑month increase from the August estimate. With more than 136,000 people in the queue, many Canadians by descent face nearly three years before they can prove their status and access rights such as a passport, benefits, or easier work and travel.

IRCC can move some files ahead when there is an urgent need. The department lists nine types of situations that may qualify for expedited handling — examples include a job start or loss, a confirmed school place, death or serious illness in the family, moving a minor child to Canada, or a deadline to renounce another citizenship. To request urgent processing you must attach a written request and supporting evidence to a complete citizenship certificate application. IRCC applies the same standard of evidence and will return incomplete files rather than process them.

There is no published timeline for urgent requests. Approval and speed are at the officer’s discretion, and IRCC does not send a separate confirmation when a request is granted — most applicants only hear when a decision is made. One law firm reported an urgent request tied to a school start filed in May that was approved by the end of August, but IRCC warns this is not a guaranteed service standard.

A special route exists for dual citizens who hold citizenship of a visa‑exempt country and can show proof of air travel to Canada within six months of the application date. Note: Canadian–American dual citizens can board travel to Canada on a valid US passport, but may still need the citizenship certificate as identification for immigration screening.

What to include: a clear letter explaining the urgency plus dated evidence of the deadline or event. IRCC cites five common supporting documents — plane ticket or itinerary with proof of payment, an employer’s letter, a school letter, a doctor’s note, or a death certificate — and also accepts other dated documentation where applicable.

Where to send it depends on whether you’ve already applied and whether you qualify to apply online. The online form asks if you need urgent processing; if applying on paper, include your letter and supporting documents inside the application package. Write “Urgent – Citizenship Certificate (Proof)” in large, dark letters.

On September 9, 2026, IRCC announced a time-limited measure letting eligible work permit holders study for up to six months without applying for a study permit. Temporary policy: work permit holders can study in Canada without a study permit (programs ≤ 6 months)

The federal government has published a temporary public policy allowing foreign nationals with valid work permits to study without a study permit for programs of six months or less — even if the study program extends beyond the period of stay initially authorized on entry to Canada.

The policy, titled “Temporary public policy to allow foreign nationals with valid work permits to study without a study permit,” was published September 9, 2026, came into effect September 4, 2026, and will remain in force until December 31, 2027. It relaxes the usual requirement under Immigration and Refugee Protection Regulations 188(1)(c) that non‑permit studies of six months or less must end within the period of stay initially authorized on entry.

To qualify, a person must hold a valid work permit and be enrolled in a study program of six months or less. The policy is temporary and may be revoked at any time without notice.

This policy succeeds an earlier public policy of the same name that ran from June 27, 2023 to June 27, 2026; that prior measure applied to foreign nationals who had applied for work permits before June 7, 2023, including some with maintained status.

If you are a foreign worker in Canada considering short-term study, this policy could remove the need for a study permit for eligible programs — but confirm your specific status and eligibility before enrolling or travelling.

I failed one course — does that ruin your Post‑Graduation Work Permit? Short answer: usually no. What matters is whether you still meet your program’s graduation requirements. If you complete the credential and your school issues an official transcript and completion letter, you can still be eligible for a PGWP. Can you sponsor your spouse after becoming a Canadian citizen by descent?

Becoming a Canadian citizen by descent does not automatically change your spouse’s status. Citizenship by descent follows bloodlines, not marriage. However, as a Canadian citizen you can sponsor your spouse for Canadian permanent residence.

Sponsorship grants permanent residence, not immediate citizenship. After becoming a permanent resident, most people must accumulate three years of physical presence in Canada within a five-year period before they can apply for citizenship.

Sponsor eligibility includes: being at least 18; if you live outside Canada, showing intent to move to Canada when your spouse becomes a permanent resident; not receiving social assistance except for a disability; and demonstrating you can support your spouse and any dependent children included in the application. Certain criminal convictions can restrict your ability to sponsor; in some cases (for example, past DUIs or other offences) criminal rehabilitation or other remedies may be possible.

Which sponsorship class applies affects the process and documents. Outland sponsorship (Family Class) is typically used when the sponsored person lives outside Canada and is required for conjugal partners. Inland sponsorship (Spouse or Common‑Law Partner in Canada Class) is used when both partners live in Canada; inland applicants may be eligible for an open work permit while the permanent residence application is processed.

Definitions: a common‑law partner is someone you’ve lived with continuously in a marriage‑like relationship for at least 12 months. A conjugal partner is someone you’ve been in a committed relationship with for at least a year but couldn’t live with or marry because of circumstances beyond your control.

Special rules to note: children born or adopted on or after December 15, 2025 require the Canadian citizen parent to show at least 1,095 days of physical presence in Canada before the child’s birth or adoption to pass on citizenship. If you plan to settle in Quebec, expect a separate provincial sponsorship process after IRCC confirms your federal eligibility; Quebec’s process has its own conditions and can add processing time.

The application requires substantial paperwork from both sponsor and sponsored person, plus medical exams for non‑citizen family members at the designated stage.
