Job Description:
CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff

ROLE PURPOSE: The H&N officer will support the implementation of GFFOs projects and work capacity building of project staff through provision of technical support and conducting health and nutrition training and conducting supportive supervision visit to the project sites and provide on the Job Coaching of the project staff in this role, the postholder will support the H&N program Coordinator in successful implementation of the project.

KEY AREAS OF ACCOUNTABILITY:

Implementation

Support Health and Nutrition project coordinator on the day-to-day implementation of IMHNTs and project activities.
Collect and analyse weekly, monthly reports from provincial team and provide constructive feedback for further improvement of program delivery.
Undertake 50% field visits from the project sites and meet with beneficiaries’ communities and leaders, to ensure project effectiveness and community involvement in decision making on IMHNT services.
Support the training need assessment with the provincial program team, prepare the administration for trainings outlined on TNA for the Mobile health and nutrition team staff
Follow all procurement and recruitment for the project with relevant department at CO to ensure timely procurement and recruitment of project staff at each province.
Attend relevant procurement committee meeting at CO office and represent H&N department as a technical person in the committee.
Provide joint supportive supervision to project sites and undertake regular joint monitoring of the project activities with the Health Specialist and PDQ staff
Work closely with supply chain team to ensure all project related items procured and dispatched on timely manner to the targeted provinces
Periodically check the data entry on nutrition online database with field team to ensure quality and consistency of reports.
Compile and generate the training reports conducted in provinces.
Work closely with the Save the children program teams, including other sectors, to develop applicable materials on child rights, child protection, participation, health education, environmental protection etc.
Perform any other task relevant to the scope of work as assigned by the line manager

Graduated from recognized medical faculty with four years of experience in health and nutrition project management.
Medical Diploma (MD) with previous experience of working in the Health and Nutrition projects
Familiarity with HMIS/Nutrition online databases of MoPH will be an asset
Good knowledge and experience of Project Management skill including basic administration and management.
Good knowledge and experience of Health and nutrition training delivery.
A thorough understanding of project cycle management, especially M&E processes, and reporting -
Excellent reputation/well-known
Relevant experience in humanitarian response, particularly in high-paced, first-phase emergency settings, familiarity with local context along with a background in the INGO sector and demonstrated management of health teams and services, will be considered a significant advantage for this role.

Job Description:

Role Purpose:

To provide conceptual and technical leadership in the preparation of work plans and associated budgetary and procurement needs of Food security and livelihood Programme design, implementation and follow up to ensure efficient and effective implementation of livelihood and food security Programme in all target locations in Northeast, Afghanistan.

To develop capacities of project staff (project assistant’s/ field officers) and beneficiaries, CDC members and local authorities in implementing food security and livelihood activities.

To support the FSPM and other t management team members in defining appropriate food security and livelihood Programme strategies and approaches for the targeted communities.
To actively contribute in the process of KAP, need assessment/baseline surveys and end line surveys and overall, MEAL functions.
To actively take part in the process of project proposal development and budget preparation when asked by the supervisor.
Any other official task assigned by the line supervisor.
Key Working Relationships (horizontal & vertical)

The RO-FSL Officer administratively reports to Food Security and Livelihood program manager-FSL-PM. The RO-FSL is required to maintain regular working relationship with Field Officers and other Programme staff in the field. S/He also is responsible to coordinates with staff of other thematic Programmes, with Finance, Human Resources, Logistics, Security and other operational support units, and with project beneficiaries, CDC members and local, district and provincial authorities.

Scope of the Role:

Reporting directly to the PM. RO-FSL ensures effective implementation of livelihood and food security programme in line with the Mission East country strategies, vision, mission and values and/or as per donor requirements.

Key Responsibilities and Accountabilities

RO-FSL is accountable to fulfil his/her roles and responsibilities in line with Mission East Code of Conduct, values, principles and in all its conduct, puts primacy to the best interest of Mission East. Key performance indicators as follows:



Programme Development and Management:

Guide and support needs assessment/feasibility studies related to Food Security and Livelihood.
Support the identification and verification of project sites and beneficiaries and interventions related to Food Security and Livelihood.
Coordinate and support MEAL on the conducting monitoring and evaluation activities
Contribute to the process of proposal development and budget estimation when asked by the supervisor.
Compile most significant change stories and share them with relevant team members.
Regularly visit district and provincial DDA, DAIL and DRRD representatives for discussion on project progress and seeking their support/advice in Programme development and implementation
Work closely with the ME local NGO partners and support them in developing their capacities, monitoring their projects and

Quality Program Implementation:

Prepare monthly and weekly activity plans according to the approved Detailed Implementation Plans (DIP).
Supervise effective implementation of food security and livelihood activities in the target districts and communities.
Facilitate preparation of BoQ, procurement and distribution of equipment, tools, supplies and materials needed to implement Programme components related to food security and livelihood.
Ensure compliance of procured materials and services with technical specifications as per signed contract.
Conduct regular field visits and establish quality control mechanisms to ensure ME quality standards throughout the implementation of Programme components related to food security and livelihood.
Provide regular feedback to FSL PM on various implementation issues and challenges for their early resolution ensuring smooth implementation of activities.
Document/presentable filing Programme activities, progress, challenges, and learnings for future implementation of similar projects and ensure accountability and transparency in Programme implementation.
Prepare quality monthly reports, sitreps and output trackers on Programme components related to food security and livelihood.
Contribute in the preparation, review and tracking of Food Security and Livelihood Programme budget for Programme sub-components.
Networking / Coordination:

Actively participate and contribute in provincial/district/cluster level coordination meeting as requested by FSL PM or another senior member.
Contribute and support district / provincial emergency assessments and response as requested by FSL PM.
Establish working relationship with provincial and district level authorities, communities, agriculture schools, non-governmental organizations, cooperatives and private sectors.
Maintain good coordination and working relationship with other Programme components and operational support units of ME at the field level.
Staff Management:

Conduct or facilitate training and other learning events for programme assistants/ field officers, project beneficiaries, community members, DDA, CDC members community Food Security and livelihood Facilitator on food security and livelihood.
Provide technical assistance and backstopping to Programme assistants/ Field Officers in implementing programme activities.
Support recruitment, supervision and capacity building of staff for Programme components related to food security and livelihood.
Conduct performance appraisal of the Livelihood and food security staff and document major issues identified during the appraisals.

5+ years’ experience of working with INGOs in food security and livelihoods.

The IRC opened the country program in Afghanistan in 1988. Our programs span the range from humanitarian relief to early recovery and development activities, focusing on child protection, education, economic wellbeing, health, and power. The IRC works in 10 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 1000 staff.

Job Description:
Objective 1: Provide Treatment services for acute malnourish Under 5 children and PLW.

Perform screening & promotion to all U5 children who are visiting HFs/MNTs services.
Classification of all U5 children in categories of well-nourished and Acute Malnutrition (SAM & MAM).
Enrolment of all acute malnourished children to OPD SAM/MAM programs.
Provide nutritional treatment to enrolled malnourished children according to IMAM treatment protocols.
Perform history taking and physical & medical examination including childhood illness of beneficiaries during admission time as well during follow-up visits.
Perform appetite tests for each admitted patient during admission time and decide on the provision of treatment services or refer to higher treatment services.
Perform anthropometric measurements during follow-up visits.
Ensure nutritional follow-up of the beneficiaries.
Prescribe routine medication to admitted patients during admission time according to the approved treatment protocol.
Identify those beneficiaries who do not respond to the treatment and manage their follow-up.
Refer severely acutely malnourished beneficiaries with medical complications to higher health centers (IPD – SAM or Podiatric ward) for advanced treatment.
Ensure medical examination at discharge time and validate the discharge upon the status of the beneficiaries.
Check if all the procedures are completed before discharge (anthropometric measurements, medical and nutritional treatment, systematic treatment, and health and nutrition education to caretakers).
Check that the criteria of discharge are met and act according to the approved treatment guidelines.
Record all the necessary information on the existing reporting tools (registration book and card for each beneficiary etc...)
Provide health and nutrition education to the caregivers on breastfeeding, complementary feeding, hygiene, care of pregnant and lactating women, and prevention of illness.
Objective 2: Prepare all the material /Reporting tools and documentation.

Before leaving the office ensure all the material is ready and active (relevant equipment, registers, nutritional supplies, medicines…).
Keep all items in the field very well and after the field visit, clean and prepare the use in the coming day.
Update all reporting tools daily.
Keep and maintain a good filing system for all documents.
Prepared the reports (Daily, Weekly, and monthly) according to the standard reporting tools.
Assist line supervisor in performing other duties assigned by the organization.
Objective 3: Support the counselor on Infant Young Child Feeding (IYCF) counseling:

Promote breastfeeding skills by spreading relevant 1000 days of life messages to mothers and caretakers.
Provide Key IYCF messages to the mothers and caretakers during the performing of GMP to under 2 years of children.
Organize group sessions on basic/key messages on 1000 days of life to caretakers who are visiting HFs.
Refer patients to proper services based on needs (having complications).
Support the conduction of nutrition and health education sessions for clients.
Record all the necessary information on the existing reporting tools.
Job Requirements:
Graduate of medical nurse from a recognized institute.
At least 2-3 years experiences in the field of health and nutrition
Previous experiences working in health nutrition activities (OPD, TFU, pediatric unit….)
Good organization, planning, and reporting skills are necessary.
Ability to manage the working environment according to local culture.
High flexibility in deployment, possible with Mahram
Knowledge of the intervention area is a plus.
Develops and promotes effective collaboration within and across units to achieve shared goals and optimize results.
Must be a team player with excellent interpersonal skills and the ability to work under pressure in a stressful environment, displaying patience, compassion, and diplomacy.
Ability to be innovative, flexible, adaptive, and willing to work out of hours, sometimes throughout the night.
Ability to live in challenging conditions and ability to work under difficult, high-pressure situations.
Ability to lead, train, supervise, and facilitate other nursing staff and community health workers in their respective tasks.
Communication and reporting skills
Fluency in Pashto, Dari, and English
Computer skills (including MS Word, Excel, Access, and Internet) are an advantage.
Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background.
Submission Guideline:
For IRC- Afghanistan Internal Candidates:

(“ The IRC encourages employees to remain in a position for at least one year and be in good standing before applying for another position within the organization. if an employee is interested in a vacant position within the organization, he/she must inform his/her supervisor in advance before applying for a new position”)

(However, 1 year is a must to complete but to encourage IRCA employees somehow we are flexible who work in the current IRC position for at least 6 months or above and are given chance to compete for an opportunity in the organization)
