!!! IMPORTANT NOTICE !!!
The Government has adopted a new Emergency Ordinance on access to the labor market for non-EU workers — a legislative framework that fully reshapes the ecosystem, shifting from a reactive model to one based on governance, compliance, and operational control.
What is changing, in essence?
We are no longer talking about simple recruitment processes. We are talking about an integrated system built on traceability, accountability, and standardization across the entire value chain.
Key directions:
• introduction of a formal authorization mechanism for recruitment agencies
• mandatory validation of employers before accessing international recruitment
• implementation of the “Shortage Occupations List” as a strategic filter
• requirement for a firm, transparent offer (salary, schedule, real working conditions)
• establishment of a tripartite contract: employer – agency – worker
• digitalization through the WorkInRomania platform (registration, reporting, monitoring)
• stricter controls and enforcement measures
At the same time, the new framework aims to eliminate long-standing market dysfunctions:
– unverified and poorly controlled processes
– unrealistic promises made to candidates
– hidden costs and lack of transparency
– weak workforce integration
This is not a “comfortable” framework.
It is one that requires operational discipline and ex*****on maturity.
Yes, in the short term, there will be adjustments and potential bottlenecks.
However, in the medium and long term, the direction is clear: market professionalization and reduced systemic risk.
From a positioning standpoint, Workadis Group anticipated this transition.
Over the past 12 months, we have accelerated our international expansion by opening operational offices in key recruitment markets — India (Mumbai, New Delhi), United Arab Emirates (Dubai), Tunisia (Tunis), and Cameroon (Africa).
This model allows us to recruit directly at the source, assess each candidate individually, verify professional experience in a real and controlled manner, and maintain strict quality control over delivery.
We have built internal processes aligned with the new requirements and invested in compliance, structure, and scalable ex*****on capabilities.
Moreover, our role in relation to partners goes beyond candidate delivery.
We act as a strategic partner, focusing on:
– designing compliant and efficient international recruitment processes
– mitigating legal and operational risks
– validating employer readiness
– supporting the transition to the new regulatory framework
2026 redefines the rules of the game.
It is no longer about volume. It is no longer about speed.
It comes down to one thing:
👉 correct, compliant, and sustainable ex*****on.
In this new context, the difference will be made by strong partnerships and the ability to operate at real market standards.
