Duties
The Utility Plant Operators provide daily operation and monitoring of the United States Embassy Monrovia, Liberia utility generators, both on peak-time and stand-by basis and also undertake installations, testing, repair and maintenance of the U.S. Embassy Monrovia-owned electric power generating equipment of over 1000KVA, both in residential and non-residential locations and primarily the New Embassy Compound (NEC), with their associated transfer switchgears of over 400 Amps capacity. Equipment that Utility Plant Operators manage include Generators, Switchgears, Transfer Switches, Protection Relays, Low Voltage Automatic Voltage Regulators, Transformers, and Load Banks. Utility Plant Operators report directly to the Lead Utilities Technician.
Generator Operations - 20%
Jobholder is responsible for Maintenaing and operating a diesel electric powered generator(s) for continuous supply of electricity for the US Embassy's operations. The incumbent maintains the Central Power Station (CPS) and consistently carries out routine checks, reports any faults or discrepancies that would hamper the effective operation of the machine and other sub-stations, and escalating any findings to the Power Plant - Generator Lead for onward action.
Preventive Maintenance - 20%
Performs routine preventive maintenance work on all the electrical generating sets owned by the U.S. Embassy Monrovia, along with their transfer switches. Such routine work includes daily inspection of all operational generators to ensure proper oil gauges, battery electrolyte levels, coolant level checks and any other manufacturer recommended checks and actions required to ensure the units are readily available for their operations. Lubricates generator parts as required and conducts minor Preventive Maintenance (PM) on a periodic basis.
Shift Operation - 15%
Performs on-call and shift duties and reacts to any emergency situations related to equipment failure in all residences and non-residential locations and primarily the New Embassy Compound (NEC) during odd hours and provides temporary or permanent solutions to the problem to alleviate the impact such a failure will have on the respective service receivers. Reports to the Power Plant - Generator Lead on any temporary fixes for follow up.
Routine Inspection and Part Inventory - 15%
Inspects, tests, evaluates, calibrates, and updates Electrical Power Control Systems and wiring to improve reliability and to assure dependability, safety, and compliance. Ensure Proper use of time, tools, specialty, diagnostic devices, materials, and parts; provides data on all completed scheduled and unscheduled maintenance task. Respond to emergency calls during off-duty hours, 24 hours a day /7 days a week, when critical systems have stopped functioning, or there is an imminent treat to life safety of personnel, or structure integrity. Monitors the generators' spare and maintenance parts stock and utilization and makes request for materials replenishment using the relevant Department of State forms and procedures. Responsible for all assigned tools.
New Installation of Generator - 10%
Performs installations of new power generating sets and transfer switches and commissions them appropriately according to manufacturer's recommendations. Maintains accurate and up-to-date records of all such activities performed on any of the equipment to allow for proper tracking of equipment performance reliability.
Operation Record - 10%
Maintains a log of malfunctions and any issues noticed on the operation of the generator during assigned shift and ensures that such information is passed on to the next shift operator - must observe all Facility Management Section (FAC) set guidelines.
Safety Response - 10%
Contributes to the safety program managed by the post Occupational Safety and Health Officer (POSHO). Ensures work does not present life safety or health problem to workers, other employees, or visitors.
Incumbent serves as an incidental operator of official vehicles and meets all requirements outlined in 14 FAM 433.

Qualifications and Evaluations
Requirements:
All selected candidates must be able to obtain and hold a:
Public Trust security clearance.
All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
Selected candidate must be able to begin working within a reasonable period of time (two weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Education Requirements:
Completion of secondary school is required. A certificate of completion of electrical, mechanical, or generator coursework from an accredited technical/vocational school is required.

Experience:
Minimum of three (3) years of progressive experience working in generator maintenance, installation and repairs is required. A fundamental understanding of the basic operations and maintenance requirements of transfer switches is also required.

Job Knowledge:
Must have good working knowledge of basic computer functions to accessing/reading a computer-generated read-out/ report and must have full knowledge of diesel power generators as it relates to maintenance and operational procedures. Knowledge of routine preventive maintenance is required. Knowledge of applicable local codes and standards for the trade of primary expertise. Understanding of electrical theory and maximum-normal stress theory of generators. This may be tested.

Skills And Abilities:
Must have sound knowledge of diesel engines, electric power generating equipment, transfer switches and various electrical equipment operational principles. Knowledge of basic safety practices and tools required for generators and electrical equipment maintenance is also required. Must have skills in opening fuse boxes and circuits to prevent damage to equipment. Must have the ability to plan work daily. Ability to lift a maximum of 25 kilos. This may be tested.
