On September 19, 2025, President Trump issued a proclamation restricting the entry of anyone seeking to enter or reenter the U.S. in H-1B status without payment of a new $100,000 fee. The proclamation, titled Restriction on Entry of Certain Nonimmigrant Workers takes effect on 12:01 a.m. EDT Sunday, September 21, 2025.

Anyone on H-1B status and outside the United States right now should return right away before 12:01 a.m. EDT Sunday, September 21, 2025, or else pay $100,000 in order to enter the United States. This does not affect anyone currently in the United States on an H-1B visa. However, it could impact those who subsequently leave and try to reenter the U.S. in H-1B status during the effective period of the proclamation (12 months from September 21, 2025 but may be extended).
