The Board of Emergency Management is operated by Northwode Heritage Group with oversight under the Office to the Superintendent of Emergency Management in the Proposed City of Northwode, in the County of Washington, in the State of Mississippi. The Superintendent of Emergency Management Chair’s the Board of Emergency Management overseeing the 16 Board Members in their development, oversight and creation of documentation for the Corporate Board of Directors in the areas of; Law Enforcement, Corrections, Fire Rescue, Medical and Security Operations.
Within the Law Enforcement, Northwode Heritage Group will hire approximately 1,341 Law Enforcement Personnel within the United States. These law enforcement personnel are broken into Patrol, Detectives and Police Officials. Their duties are to protect and serve the community from any threat to their citizens. Our Law Enforcement Concept is built around an idea to reducing the Police Fatality Scenarios with the majority of our Law Enforcement having Non-Lethal Weapons to their on-duty equipment.
Each Proposed City will have necessary staffing to maintain order through moderately armed Patrol Officers with Non-Lethal Weapons. Each Patrol Officer will have Mandatory Military Service over 8+ years with Honorable Discharge. In addition, each Officer under the Rank of Lieutenant will be required to complete the Northwode Police Academy in City of Northwode, in the County of San Luis Obispo, in the State of California. Within the eleven cities in the United States, there will be approximately 879 Patrol Officers hired to Patrol the city streets.
Each Strategic Response Units have additional requirements for their SRU Officers. They are required to have either Military Special Forces of 6+ years or former SRU/SWAT experience over 8+ years. Our Strategic Response Unit motto is ‘Every Life Matters; while Keeping the Piece’; our SRU Officers will be continuously trained in new techniques for de-escalating situations through negotiations, with setting the resolve being the Victim(s) and Suspect(s) are safely removed from the situation. The SRU Officers undergo regular extensive Physical and Mental Evaluations to ensure the SRU Officer is Physically and Mentally sound to daily perform in the Potentially Hazardous Conditions of the position. Within the eleven cities in the United States, there will be approximately 157 Strategic Response Officers hired to De-escalate Scenarios in the city limits.
Each Department requiring a Detective are Armed with Lethal and Non-Lethal Weapons in their possession while employed within the Police Department. Each Detective is extensively trained regularly with weapon handling and regular mental evaluations to ensure the Proper Handling of the Lethal Firearm and the mental awareness for the strenuous position they are assigned to. Within the eleven cities in the United States, there will be approximately 219 Detectives hired to investigate crimes outside the duties of the Patrol Department.
All the Police Officials from Sergeant and above are required to follow the same requirements as to the Detectives; in addition, they will be required to complete additional training required for meeting position requirements. Within the eleven cities within the United States, there will be approximately 243 Senior Site Police Officials.
Within the Corrections Enforcement, Northwode Heritage Group will hire approximately 1,340 Correctional Personnel within the United States. These personnel are broken into Corrections, Detectives and Corrections Officials. Their duties are to Rehabilitate the incarcerated individual within one or more of the offered programs; while, maintaining safe ethical conditions within the combines of the campus. The Correctional Department is broken into 4 sections: Youth, Minimum-Security, Medium-Security and Maximum-Security.
Within the Youth Prison Camp, the program is based off a Military Bootcamp Rehabilitation with 126 Corrections Personnel in minimum to medium security protocols. These Drill Instructors have been in the Armed Services for a minimum of 15 years with experience in training soldiers in Basic Training. Also, the Correctional Specialist assigned to this facility has military background in Military Corrections with a graduate degree in psychology or child psychology. This Campus is in the Proposed City of Northwode, in the County of San Luis Obispo, in the State of California. There will be approximately 38 Correctional Specialist and 59 Drill Instructors. There will be approximately 9 Detectives in Special Operations within our Corporate Entities to operate prison investigations. With a leadership team of 20 personnel to oversee the day-to-day operations.
The Adult Prison System that has been designed to incorporate all 3 levels of Security Protocols into one campus in each city. The most secure being the Intake Pod that is in the level 3 basement with 20’ ceiling to accommodate Prison Transports. As well on the level 3 basement, is the Maximum-Security Pod that houses inmates that have occurred infractions within the Correctional Facility. The Medium-Security Pods are 2 Floors with 15 cells equipped with bunk beds for 30 maximum inmates. Each location will have 4 Medium-Security Pods to house up to 120 inmates. Finally, in the main building in the 1st and 2nd floors are the administration offices, infirmary, visitor center and cafeteria. The Minimum-Security is made up of a Basic Training Center for the housing and its training courses. Each Housing unit houses 20 inmates of the same gender between ages of 18 to 30 with non-violent crimes and having 17 buildings at each campus.
Within the Female Minimum-Security Prison Camp, this program is based off a Military Bootcamp Rehabilitation with 264 Corrections Personnel overseeing the operations of Agricultural Business, Landscaping within city limits and Laundry Services for the Linen Services Company. These Drill Instructors have been in the Armed Services for a minimum of 15 years with experience in training soldiers in Basic Training. Also, the Correctional Specialist assigned to this facility has military background in Military Corrections with a graduate degree in psychology. Within eleven cities, there will be approximately 101 Correctional Specialist and 117 Drill Instructors. There will be approximately 18 Detectives in Special Operations within our Corporate Entities to operate prison investigations. With a leadership team of 28 personnel to oversee the day-to-day operations.
Within the Male Minimum-Security Prison Camp, this program is based off a Military Bootcamp Rehabilitation with 657 Corrections Personnel overseeing the operations of Agricultural Business, Landscaping within city limits and Laundry Services for the Linen Services Company. These Drill Instructors have been in the Armed Services for a minimum of 15 years with experience in training soldiers in Basic Training. Also, the Correctional Specialist assigned to this facility has military background in Military Corrections with a graduate degree in psychology. Within eleven cities, there will be approximately 251 Correctional Specialist and 292 Drill Instructors. There will be approximately 43 Detectives in Special Operations within our Corporate Entities to operate prison investigations. With a leadership team of 71 personnel to oversee the day-to-day operations.
Within the Female Medium-Security Prison Pod, this program is based Military Bootcamp Rehabilitation with 77 Corrections Personnel overseeing the operations of Culinary Services, Janitorial Services and Groundskeeping. These Drill Instructors have been in the Armed Services for a minimum of 15 years with experience in training soldiers in Basic Training. Also, the Correctional Specialist assigned to this facility has military background in Military Corrections with a graduate degree in psychology. Within eleven cities, there will be approximately 21 Correctional Specialist and 30 Drill Instructors. There will be approximately 9 Detectives in Special Operations within our Corporate Entities to operate prison investigations. With a leadership team of 17 personnel to oversee the day-to-day operations.
Within the Male Medium-Security Prison Pod, this program is based off a Military Bootcamp Rehabilitation with 137 Corrections Personnel overseeing the operations of Culinary Services, Janitorial Services and Groundskeeping. These Drill Instructors have been in the Armed Services for a minimum of 15 years with experience in training soldiers in Basic Training. Also, the Correctional Specialist assigned to this facility has military background in Military Corrections with a graduate degree in psychology. Within eleven cities, there will be approximately 42 Correctional Specialist and 59 Drill Instructors. There will be approximately 12 Detectives in Special Operations within our Corporate Entities to operate prison investigations. With a leadership team of 24 personnel to oversee the day-to-day operations.
Within the Female Maximum-Security Prison Pod, this program is based Military Bootcamp Rehabilitation with 32 Corrections Personnel overseeing the operations of Culinary Services, Janitorial Services and Groundskeeping. These Drill Instructors have been in the Armed Services for a minimum of 15 years with experience in training soldiers in Basic Training. Also, the Correctional Specialist assigned to this facility has military background in Military Corrections with a graduate degree in psychology. Within eleven cities, there will be approximately 6 Correctional Specialist and 7 Drill Instructors. There will be approximately 4 Detectives in Special Operations within our Corporate Entities to operate prison investigations. With a leadership team of 15 personnel to oversee the day-to-day operations.
Within the Male Maximum-Security Prison Pod, this program is based off a Military Bootcamp Rehabilitation with 47 Corrections Personnel overseeing the operations of Culinary Services, Janitorial Services and Groundskeeping. These Drill Instructors have been in the Armed Services for a minimum of 15 years with experience in training soldiers in Basic Training. Also, the Correctional Specialist assigned to this facility has military background in Military Corrections with a graduate degree in psychology. Within eleven cities, there will be approximately 11 Correctional Specialist and 14 Drill Instructors. There will be approximately 6 Detectives in Special Operations within our Corporate Entities to operate prison investigations. With a leadership team of 16 personnel to oversee the day-to-day operations.
Within the Fire Rescue Units, Northwode Heritage Group will hire approximately 935 Fire and Rescue Personnel within the United States. These personnel are broken into Firefighters, Paramedics and Fire and Rescue Officials. Their duties are to Protect the Citizens for Dangers of the Foreseen and Unforeseen Conditions. The personnel hired within the Fire Department are Full-Time with previous experience in the Fire and Rescue.
Within the Fire and Rescue Personnel, our 550 firefighters will operate 165 Specialized Fire and Rescue Units in our 11 Proposed City Locations in the United States. They will be responsible for the quick and effect resolve to ensuring the protection to the property and lives of our citizens.
Within the Paramedics Personnel, our 209 ambulance personnel will operate 44 Specialized Ambulance Units in our 11 Proposed City Locations in the United States. They will be responsible to evaluate the patient, safely transport and assist Emergency Management Service in response to Emergency Situations.
Within the Leadership Personnel, our 176 senior leadership will supervise the 759 Fire Department Personnel in the safety protocol development. The leadership will work along with the city management in the emergency protocols and procedures within the United States Emergency Directives.
Within the Medical Personnel, Northwode Heritage Group will be directly hiring the Medical Boards to assist in the creation of the Medical Services offered to the citizens of the Proposed Cities and the Patients within any research project. There is a graduate and post-graduate program within our Northwode Human Resources Agency for our Medical System that uses interns throughout for our Patients Medical Requirements.
Within the Security Enforcement, Northwode Heritage Group will be approximately direct hire 58 highly trained in Military Law Enforcement within the Senior Leadership of both Enlisted and Commissioned. Their responsibilities is supervising Cadets in the Law Enforcement or Criminal Justice Programs with path directing towards Military Service or direct hire with previous honorably discharged military experience. Their incorporated with the Northwode Police Department and works with the City Manager during Special Events organized by the City. The 2,272 Cadets will be monitoring the high-rise structures, parks, hospitality districts and all other structures in accordance to municipal codes created by the city government.

The Human Resource Event Program is designed to fill positions within the Northwode Human Resource Agency, with the use of an algorithm that tracks information gathered from candidates that meet criteria needed for the Northwode Heritage Group completion to their Homeless and Poverty Rehabilitation Concept. The Program will employee 967 Direct Hire Personnel and 1,782 Cadets in the Human Resource Degree Program within the Northwode Military University.
The Human Resource Event Director is a Chair Member to the Board of Human Resource located in the Prospective Location of Northwode, Washington with the responsibility to develop, implement and maintain the National Operations of the Human Resource Event Program. The Human Resource Event Director will supervise 11 Human Resource Event Site Leaders that oversee their perspective sites for the safe and reliable gathering of information that will be used to place the candidates in the more opportune positions for their completion with excellence to their direct path in the Homeless and Poverty Rehabilitation Concept.
The Human Resource Event Program has designed a Flow System for ensuring that we receive the appropriate information with the fluency in time management. Our weekly goals at each site are testing 2,400 Candidates in our Stage 1 Evaluation, 1,200 Candidates in our Stage 2 Evaluation and Recruiting 279 of those Candidates. In each site the Human Resource Event Site Leaders work with established civilian and government organizations to combine efforts in marketing to the potential geographical transportation pickup sites. Our Human Resource Event Program will have the necessary online resources available to those organizations and to the public for Pre-Qualifications, Transportation Itinerary and Event Itinerary.
When the Candidate has arrived at the Human Resources Event Sites located on the grounds of the Welcome Center in one of 11 Proposed Cities in the United States, they are met with staff directing the 50 men, women and children to the Hygiene Center. At the Hygiene Center, the Candidates and their children will be given clean wardrobe, shower and body inspection for potential contingent to be entered into any evaluation center.
Once cleared from the Hygiene Center, the Candidates and their children will be sent to our Physical Evaluation Center. At the Physical Evaluation Center, the Candidates and their children will be met with Medical Personnel to take cultures to test for potential health conditions, drug and alcohol usage and to determine the overall physical condition. The Medical Personnel will evaluate the Candidates to determine they are physically able to perform the necessary physical abilities for the Orientations Centers Strenuous Physical Requirements or placed on a List for the Physical Rehabilitation Program located in the Proposed City of Northwode, South Dakota.
When cleared from Physical Evaluation Center, the Candidates and their children will go to the Mental Health Evaluation Center. At the Mental Health Evaluation Center, the Candidates and their children will be met with Mental Health Personnel to evaluate Competency, Behavior, Intelligence and Aptitude to function within an Educational System with Practical Trade Applications. If the Candidate has failed the Mental Health Evaluation, they will be placed on a List for the Mental Health Rehabilitation Program located in the Proposed City of Northwode, South Dakota.
Once cleared medically, the Candidate and their children are relocated to the Human Resource Center. At the Human Resource Center, the Adult Candidates will undergo further evaluations and testing to determine career placement, educational degree programs and other programs offered. During the evaluation processes, the candidate is given 2 levels of security clearances that determines the location and career path within the Northwode Human Resource Agency. Our Level 1 Security Clearances are in the fields of Law, Finance, Logistics, Emergency Management and Special Operations that has an Orientations Center in the Proposed City of Northwode, Mississippi. Our Level 2 Security Clearance are in the fields of Real Estate, Medical, Retirement, Human Resources and Customer Care that has an Orientation Center in the Proposed City of Northwode, Colorado.
After the Candidate and their children have passed all the required evaluations, they will be transported to their appropriate Orientations Center for 9 weeks. During the 9 weeks, the Candidate will undergo physical conditioning, classroom training for their field assignment and various medical appointments for long-term rehabilitation. The Physical Conditioning is designed around Basic Training in the Armed Services towards obstacle courses and endurance conditioning. The classroom training is designed around the individual company’s training for the individuals field assignment. Each Candidate will work with both physical and mental health professionals with an individualized rehabilitation program. After the Completion of Orientations, the 237 Cadets out of 279 Recruits will be transported to 1 of the 11 Proposed Cities for their next 4-year Assignment.
Over the first 2 years and 10 months, our program will evaluate 3,667,500 Men and Women into our Homeless and Poverty Rehabilitation Concept with Graduating from Orientations of 347,679 Men and Women. Each year following, we will be evaluating 1,320,000 Men and Women into our Homeless and Poverty Rehabilitation Concept with Graduating from Orientations of 126,192 Men and Women. These 126,192 Men and Women help recoup the Graduates of our 4th year Cadets in Northwode Military University.
Our goal over the next 15 years is to evaluate 18,847,500 Men and Women into the Homeless and Poverty Rehabilitation Concept with Graduating from Orientations of 1,798,887 Men and Women. This is 1,798,887 men and women that will be hired through Northwode Human Resource Agency to work with 100’s of corporations that will be involved with the Homeless and Poverty Rehabilitation Concept during the Cadets Active Educational Degree Program.

THE STRUGGLES OF POVERTY

The struggles of the poverty on the Earth and the civilizations unrealistic solutions. Our world is plagued with this unnecessary evil act that is masked by the one percent and our governments. These masking of the truth is that they don’t want to fix this issue; why? Because, they make billions off of them every year. Poverty has been created by the one percent, their self-centered actions of profit over well-being, creations of wars for the ownership of natural resources and raising the bar of middle-class standards. Then, you have the middle-class civilization whom is blinded and naïve to the media propagations of the one percent. Finally, you have the Upper-classmen which knows the truth and some do help with the bandages of poverty. However, they are not enough to really do any actual good in the long run.

I get it, it’s expensive to truly fix this and that putting people in shelters is far more damaging than good. In a homeless shelter, you’re subject to disease, violence, controlled living as you would in jail and limited actual resources. Majority of shelters will not volunteer you information; you have to know what you’re asking for and the waiting lists are usually 6 months or longer. In addition, these shelters are running as non-profit organizations that get government assistance based on the head count; just like our corrections facilities. With all their support, the majority will feed you one hot meal in the evening and usually pastries and cereals around five in the morning. Then, around six in the morning rain or shine you’re out the door till around five in the evening. If you’re fortunate enough, there will be a day shelter in the area that can assist you with additional resources.

So, we got unsafe living conditions, limited resources and elements of the weather during daylight hours. This is what we have today in our civilization and it’s never going to be enough. Then, you have towns like Oakland, California where I had been fortunate to see with my own eyes. Oakland has placed people in tents under bridges with just a couple Portable Restrooms just like you see at construction sites. Each area would have about 30 or more homeless citizens in this cramped area and the condition of the area is so unsafe.

These are struggles that they go through and not to mention the degrading attention they get every day. The law enforcement continuously harass the homeless and belittle them as a cockroach scurrying the Earth. Yet, the state and city governments propose more shelters; and their property owned citizens stop them because it’s not in their interests.

These are the true facts, property owners no matter where they are don’t want people walking around in their areas.
Then you have the projects, these are the roughest, most violent and drug infested areas of our cities. The majority of the race that reside in these areas are the African Americans; which, have been forced here by the HUD Housing Authority and Welfare Organizations. These conditions just fuel the one percent even more, because many in these areas end up in the correctional system.

Let’s not forget about our Native Americans that are still under
attack all the time for their lands, natural resources and the government sanctions that have been placed on them. I’ve been fortunate to see some of these reservations that our Native Americans live on and many are left without resources which many take advantage of today.

So, you have the homeless, those living in Projects, those living on Reservations and those that are living check to check. Today, our minimum wage is roughly 20,000 per year and the living expenses exceeding the minimum wage. Many times you will see family members living with each other on coaches or in additional spare rooms. This is usually happening to those that are single and don’t have a significant other that can balance out the expenses.

Finally, poverty comes in many forms as we’ve discussed here. This plague that our one percent has formulated is just their beginning. They don’t care about you or even the human race. All they care about is their profit and how much money they can accumulate. The one percent is mainly three families and they have caused so much devastation to our Earth. Yet, they so rich they get away with murder, theft, espionage, grand larceny, and so much more.

There is a cure, yes a cure. What if I told you that there is a system that can be implemented to eliminate poverty and in turn remove the one percent from the equation. A system that not only helps our civilization, but reduces the rates of criminal activities. A system that educates, trains and helps them with all their medical needs. A system that will ensure their success and reduce the habitual reoccurrence to Poverty.

Over the last twenty years, I’ve traveled all the states in the United States and gathered stories from those in living in Projects, Reservations and on the Streets. I got to hear what got them there and what they would like to see. After I’ve been able to compile and formulate a plan I was able to come up with this system. This system isn’t an overnight fix and will take decades to implement throughout the world.

My dream is that by the time I’m passing to my next journey of existence, that there isn’t poverty. Yet, a world that is more open to each other and a prosperous civilization of our Earth.

The design you see here is for a 40' School Bus with a front Diesel engine. The design is to accommodate a crew of 2 and myself for living arrangement. In addition, during transport we will be able to add 4 more seating at the table.

Our current unit was damaged enough that it's too expensive to setup our response unit with this unit. There are suspension issues, front end damage, and the continuous rebuilding that was already being done. The unit that will be utilizing is my 1979 Dodge Honey for the following;

1. 4 burner stove with oven - Propane
2. Vent hood
3. Overheard Cabinets 3 total - will need customization
4. Various Electronics
5. Full Size Futon Mattress
6. All plumbing
7. All electrical boxes and wires*
8. Solar Panel 2 panels approximately 300watts
9. 2 Marine Batteries
10. Sink will be outdoor station
11. The Captain Chair
And pretty much everything salvageable.
