For over 20 years, M&A has provided environmental consulting services throughout Florida for both public and private entities, with projects ranging in size from several thousand acres to small, single-family residential lots. In brief, M&A’s services include assessing properties to identify natural resources, then designing and permitting innovative, economical, and responsible development plans that will avoid or mitigate impacts to the identified protected resources. Modica & Associates, Inc. (M&A) was founded by Jim Modica in 1989, following 13 years of employment with the St. Johns River Water Management District (SJRWMD). Prior to founding M&A, Jim Modica held the position of Lead Field Biologist, then Director of Permitting, for the SJRWMD Orlando Field Office. Jim Modica also served as Vice Chairman of the Lake County Water Authority for a period of 11 years. All M&A professional staff members have a minimum of 9 years experience, are highly trained and experienced field biologists, and have expert knowledge of the environmental regulations and policies which protect Florida’s natural resources. Several key M&A staff members served as regulatory staff for environmental regulatory agencies prior to their employment with M&A. This inside experience offers M&A the ability to view projects from the perspective of regulatory staff, predicting and avoiding potentially lengthy and costly permitting pitfalls. Long-standing relationships with regulatory staff and intimate knowledge of the legal policies and regulations that protect Florida’s natural resources enable us to effectively negotiate permitting solutions and expedite permit issuance.
