EU Agency for Asylum - EUAA The European Union Agency for Asylum (EUAA) is an EU Agency that supports EU+ countries in implementing the rules of the Common European Asylum System.

EUAA is an agency of the European Union that plays a key role in the concrete development of the Common European Asylum System. It was established with the aim of enhancing practical cooperation on asylum matters and helping Member States fulfil their European and international obligations to give protection to people in need. EUAA acts as a centre of expertise on asylum. It also provides support to Member States whose asylum and reception systems are under particular pressure.

Ahead of the new EU Asylum Procedure Regulation, which applies on 12 June, the EUAA has published an updated Practical Guide on Subsequent Applications, supporting EU+ authorities in handling repeat asylum requests under the new legal framework.

The guide comes as:
📌 The share of subsequent applications increased from 9% of all asylum applications in 2020 to a record 15% in 2025.
📌 In 2025, the number of subsequent applications rose by 39% compared to the previous year, mainly lodged by Afghan women following a judgment from the Court of Justice of the European Union.

The guide provides practical support to case officers on the registration, examination and assessment of subsequent applications, while reflecting the legislative changes introduced by the Pact on Migration and Asylum.

The EUAA Academy hosted its Asylum and Reception Training National Contact Points Meeting on 2-3 June, bringing together 26 participants from 20 Member States at the Agency's premises 🇪🇺

The meeting provided an opportunity to exchange on recent developments in EUAA training activities, including updates to the European Asylum Curriculum, new learning products for trainers and learners, operational training activities, work-integrated learning initiatives, and the findings of the newly published Annual Training Report.

Discussions also focused on upcoming priorities and key events for the year ahead, reinforcing cooperation among Member States and supporting the continued development of high-quality asylum and reception training across the European Union.

As the new EU Asylum Procedure Regulation starts applying on 12 June, the EUAA has published a Practical Guide on the Asylum Border Procedure, supporting EU+ authorities in implementing one of the key elements of the Pact on Migration and Asylum.

The publication comes as 51% of asylum applications lodged in EU+ countries in 2025 were from nationalities with recognition rates below 20%, which is one of the grounds for applying the new asylum border procedure under the new rules.

The guide is aimed at process managers and policy officers and provides practical guidance on organising asylum border procedures, including cooperation mechanisms, channelling processes, procedural safeguards and efficient workflows.

The EUAA has published a new Country of Origin report on political opposition and dissent in Belarus, spotlighting the increasingly restrictive environment following the 2025 presidential election.

The report highlights that:

🔷 Continued repression of those linked to the 2020 protests, including politically motivated convictions and forced exile.

🔷 The use of legislation to criminalise dissent, criticism of the authorities, support for Ukraine, and alleged extremist links.

🔷 Courts used as instruments of political repression, including closed-door and in absentia proceedings.

🔷 Extensive surveillance of citizens and the Belarusian diaspora, with returnees facing phone checks and interrogations at the border.

🔷 Pressure on relatives of activists and political prisoners through raids, questioning, and property confiscation.

The information will help EU+ case officers to accurately assess asylum applications lodged by Belarusian citizens.

💡 Despite the ongoing Iran, Israel-US military conflict, there has been no significant increase in asylum applications by Iranian nationals in the EU+. In March 2026, around 800 applications were lodged by Iranians, ranking 22nd among all citizenships.

ℹ️ So far, recent geopolitical developments involving Iran, Israel and Lebanon have not led to a notable rise in asylum applications from Iranian or Lebanese nationals at EU+ level. The largest numbers of applications continue to be lodged by Venezuelan, Afghan and Bangladeshi nationals.

The EUAA continues to strengthen its cooperation with the Bulgarian State Agency for Refugees (SAR) through training activities taking place in Harmanli and Sofia between 18-22 May 🇧🇬

As part of an annual training plan, the EUAA delivered face-to-face workshops focused on the legal framework for international protection and key aspects of inclusion, providing SAR case officers with essential knowledge for assessing applications for international protection.

Through these continued EUAA-SAR efforts, the workshops also serve as a preparatory step for participation in upcoming core training modules later in the year, further strengthening institutional expertise and supporting more consistent and effective asylum procedures.

The EUAA has published two Country of Origin Information reports on Somalia 🇸🇴; one examining the country's volatile security situation and the other on the challenges faced by internally displaced persons (IDPs) in Mogadishu.

The report highlights that:

🔷 Following a renewed cycle of political violence since April 2025, Somalia recorded its highest number of fatalities and security incidents in comparison with the previous three years.

🔷 At the same time, Mogadishu remained the largest displacement hub in Somalia, hosting more than 1.1 million internally displaced persons.

🔷 The report finds that displacement intersects with marginalisation, minority status, and gender-related vulnerabilities.

🔷 Most IDPs in Mogadishu belong to minority clans, minority groups, and racialised minorities. Many face barriers to obtaining identity documents and are disproportionately represented in the city's prison population.

The information will help EU+ case officers to accurately assess asylum applications lodged by Somali citizens.

The seamless partnership between the EU Agency for Asylum - EUAA 🇪🇺 and UNHCR, the UN Refugee Agency 🇺🇳 is essential to both our agencies. By cooperating effectively and coordinating our work, our combined efforts can have a greater impact in protecting those in need than the sum of us working individually.

This was the spirit of the very productive consultations the EUAA’s Executive Director, Nina Gregori, and some of the Agency’s management team, had with Philippe Leclerc, Elizabeth Tan, Jean-Nicolas Beuze and Emilie Wiinblad Mathez last Friday in Geneva. Ms Gregori also met separately with UNHCR Assistant High Commissioner for Protection, Ruvendrini Menikdiwela.

The relationship between the EUAA and UNHCR has gone from strength to strength over the past years, and now ranges across many facets of our work, from operations to technical support and capacity building in non-EU countries.

Naturally, one of the points of focus of the Senior Managers’ Consultations and the meeting with Ms Menikdiwela were the final preparations for the entry into application of the Pact on Migration and Asylum next month. However, discussions covered many other topics as well, such as the impact of regional instability on asylum trends as well as how our two agencies can mitigate resource challenges by continuing to improve our coordination.

The EUAA looks forward to building on the fruitful conversations in the months to come.

The EUAA greatly appreciates the contributions of Croatia 🇭🇷 to its operational deployments in various Member States. It is a tangible example of what we mean when we talk about solidarity in the Common European Asylum System (CEAS).

The Executive Director, Nina Gregori, was happy to have a positive and broad-ranging discussion with senior colleagues from the Croatian asylum, reception and border authorities earlier this Wednesday, as well as separately on Monday. It is important for the Agency to understand the specifics of the challenges and efforts of each country in order to tailor our support efforts.

Croatia has seen 124 officials trained by the Agency so far since 2013; an impressive figure which demonstrates the country’s commitment to improving efficiencies in its international protection system, while also ensuring high level quality.

As the 🇪🇺 gets ready for the entry into application of the new Pact for Migration and Asylum next month, she emphasised our steadfast work to assist Croatia and all Member States so that their asylum systems are future-proofed as much as possible in these uncertain times.

Lastly, just as Ms Gregori had introduced the EUAA’s new liaison officer, Giulia Foghin, to Minister Božinović earlier in the week, she was pleased to do the same with the colleagues, with whom she will be working very closely in the months and years to come.
